JEFFERSON COUNTY COMMISSIONERS WORK SESSION JULY 2, 2018 7:00 P.M. The purpose of this meeting was to prepare the agenda for the July meeting. It was held at the Jefferson County Commissioners’ office. Those present were as follows: Mitchell McGraw, Chairman; Gonice C. Davis, Member; Tommy New, Member; Johnny Davis, Member; Wayne Davis, Member Adam Brett, County Administrator; Dalton Dowdy, County Attorney: and Bonnie Wells, County Clerk. Chairman McGraw called the meeting to order; Commissioner Johnny Davis gave the invocation. Commissioner Gonice Davis made a motion to adopt the agenda. Commissioner Johnny Davis seconded the motion. The motion was unanimously approved. Hospital Report – Celeste Dent and Jessica Guy Celeste Dent and Jessica Guy, both representatives from Jefferson Hospital, shared the following talking points with the board. OLD BUSINESS Occupation Tax Ordinance Second Reading and Adoption The county attorney reviewed the amendment to the occupation tax ordinance; this served as the second reading and adoption of the ordinance. Commissioner Wayne Davis made a motion to approve the second reading and the adoption of the Occupation Tax Ordinance. Commissioner Gonice Davis seconded the motion. The motion was unanimously approved. GA Fund 1 The chairman and the county administrator shared the following information with the board regarding investing money in GA Fund 1. The first chart shows the interest rate for Georgia Fund 1 since 2005 by the month. The county administrator also reached out to surrounding counties to ascertain how they handled investing/investments. That information is reflected here as well. ---PAGE BREAK--- After much discussion the chairman suggested the board as a whole, think about the information they received and come back Tuesday night with a suggestion as to how much money they wanted to invest. Thomas Street Project Two bids were received for the completion of work on the Thomas Street Project; they were from Shockley Plumbing, Inc., Perkins, Georgia and Peach State Utility Contracting, Waynesboro, Georgia; those bids are reflected below. The lowest bid was from Shockley Plumbing, Inc. for $72,000. The county administrator’s recommendation was to accept the bid from Shockley Plumbing, Inc. for $72,000 and adopt the resolution reflected here. ---PAGE BREAK--- Commissioner Wayne Davis made a motion to award the contract on the Thomas Street Project to Shockley Plumbing for $72,000 and adopt the aforementioned resolution. Commissioner Johnny Davis seconded the motion. The motion was unanimously approved. NEW BUSINESS Elections Poll Salary The county administrator brought a request, from the Elections Board, to increase the salary for the poll workers. The letter sent by the Elections Board as well as the current and proposed fees for the workers. Commissioner New made a motion to approve an increase to the poll workers salary. Commissioner Johnny Davis seconded the motion. The motion was unanimously approved. City of Wadley Recommendation to Development Authority The board received a letter from the City of Wadley recommending David Kemp serve as their appointment to the Development Authority Board. The letter can be seen below in its entirety. ---PAGE BREAK--- Commissioner Johnny Davis made a motion to approve the City of Wadley’s appointment of David Kemp to the Development Authority. Commissioner Gonice Davis seconded the motion. The motion was unanimously approved. Tax Commissioners Software Discussion Information Technology Director, Lee Lewis, spoke at length regarding county’s need for consistency when it came to e-mail and other office products. This was for informational purposes only. Resolution in Support of Comprehensive Plan Amendment The county administrator presented a resolution in support of comprehensive plan amendment. The resolution can be shown below. Commissioner Wayne Davis made a motion to approve the resolution in support of the comprehensive plan amendment. Commissioner Johnny Davis seconded the motion. The motion was unanimously approved. Resurfacing of Ghant Road The county administrator shared the following information regarding the resurfacing of Ghant Road. ---PAGE BREAK--- The board discussed this item at length and opted to discuss further at the Tuesday night meeting. The chairman reminded the board of the GED graduation for the county inmates at the Leisure Center at 10:30 the following morning. The county administrator asked the board to think about dirt roads for paving; he also reminded the board of the hearing at 6 p.m. before the regular meeting Tuesday to discuss the paint colors for the courthouse. Scheduled Public Comments There were no scheduled public comments. Public Comments on Agenda Items Commissioner New made comments regarding the Thomas Street Project. The purpose of this meeting was to discuss the colors for the county courthouse. It was held at the Jefferson County Commissioners’ office. Those present were as follows: Mitchell McGraw, Chairman; Gonice Davis, Vice Chairman; Tommy New, Member; Johnny Davis, Member; Wayne Davis, Member; Adam Brett, County Administrator; Dalton Dowdy, County Attorney; and Bonnie Wells, County Clerk. Chairman McGraw called the hearing to order, led the Pledge of Allegiance, and gave the invocation. Paint color Options for the Exterior of the Courthouse The chairman and the county administration opened the floor for comments regarding the paint colors for the county courthouse. Heidi Murphy represented the Garden Club and Patricia Edwards represented the Historical Society; both ladies made comments regarding the choice of colors for the courthouse’s dome and window trim. Monument Circle/Architectural Services at Courthouse The county administrator presented the following drawing of the courthouse grounds, showing the war monuments in a circle. The county administrator stated Jerry Taylor of Taylor Funeral Home would move the markers at cost, which would be $250. It was held at the Jefferson County Commissioners’ office. Those present were as follows: Mitchell McGraw, Chairman; Gonice C. Commissioner Johnny Davis made a motion to amend the agenda by adding to New Business as item f, Computer Software and to forgo the reports except the chairman’s and the county administrator’s report. Commissioner Wayne Davis seconded the motion. The motion was unanimously approved. Commissioner Johnny Davis made a motion to adopt the agenda. Commissioner Gonice Davis seconded the motion. The motion was unanimously approved. Commissioner Wayne Davis made a motion to adopt the minutes (May and June). Commissioner Gonice Davis seconded the motion. The motion was unanimously approved. FY 17 Audit Report – Mark Davis & Walter Jones Mark Davis and Walter Jones of Jones, Jones, & Davis provided the board with FY 17 Audit Report. The letter below provides a summary of the auditors’ findings. Mr. Jones and Mr. Davis, after their review, entertained questions from the board. Chairman McGraw gave the chairman’s report and County Administrator, Adam Brett, gave the administrator’s report. ---PAGE BREAK--- Consent Agenda The chairman read the Consent Agenda items. ➢ Motion to approve the second reading and the adoption of the Occupation Tax Ordinance ➢ Motion to award the contract on the Thomas Street Project to Shockley Plumbing ➢ Motion to approve an increase to the poll workers’ salaries ➢ Motion to approve the City of Wadley’s appointment of David Kemp to the Development Authority ➢ Motion to approve the Resolution in support of the Comprehensive Plan Amendment Commissioner Wayne Davis made a motion to adopt the Consent Agenda. Commissioner Johnny Davis seconded the motion. The motion was unanimously approved. OLD BUSINESS GA Fund One The information shown below is some of the material the county administrator presented to the board regarding GA Fund One investing. The administrator and the chairman made a request of the board to approve a resolution authorizing County Administrator, Adam Brett and Chief Financial Officer, Barbara Johnson to transfer funds from one account to the other. The resolution can be seen here in its entirety. The county administrator recommended the county’s initial investment be 2.8 million dollars. Commissioner Johnny Davis made a motion to accept the county administrator’s recommendation of investing 2.8 million dollars in the GA Fund One and adopting a resolution authorizing County Administrator, Adam Brett and Chief Finance Officer, Barbara Johnson to transfer funds between the accounts. Commissioner Wayne Davis ---PAGE BREAK--- seconded the motion with the option to revisit investing funds in the GA Fund One. Discussion: Commissioner New stated the GA Fund One was not guaranteed by “nothing”. Commissioner Johnny Davis stated the practice of investing in GA Fund One has been going on for a long time. The funds are not guaranteed, but you have other municipalities with more money than Jefferson County participating in GA Fund One and if they are willing to participate, that speaks to the stability of the practice. He stated Athens-Clark has 40% of their $200,000,000 in this fund; Burke and Bulloch Counties are also participants in GA Fund One. He also added it would be foolish for the county not to participate. The motion passed with a four to one vote. Chairman McGraw, Commissioners Gonice Davis, Johnny Davis, and Wayne Davis voted yes. Commissioner New voted no. Resurfacing Ghant Road The county administrator presented the information below regarding the resurfacing of Ghant Road. He also shared a work authorization allowing Jerry Brinson and Moreland Altobelli to supervise the resurfacing project. Commissioner New made a motion to accept item be in the bid from Lenny Hobbs for $30,000. Commissioner Johnny Davis seconded the motion. The motion was unanimously approved. Commissioner New made a motion to approve the work authorization between Moreland Altobelli Associates, LLC and the Jefferson County Board of Commissioners. Commissioner Wayne Davis seconded the motion. The motion was unanimously approved. Courthouse Ramp Project The county administrator presented the board with the following drawings from Carter Watkins Associates Architects, Inc. for the ramp at the county courthouse. The drawings depict the ramp on the back side of the courthouse. The chairman recommended the board put the project out for bid. ---PAGE BREAK--- Commissioner Johnny Davis made a motion to advertise for bids to see how much the actual cost would be and bring it back to the board. Commissioner Gonice Davis seconded the motion. The motion was unanimously approved. NEW BUSINESS 2019 LMIG Project The county administrator presented the following list of proposed roads for the 2019 LMIG Project. The administrator recommended the board see Jerry Brinson of Moreland Altobelli to give a cost estimate of each road to ascertain the cost. Commissioner Wayne Davis made a motion to allow the county administrator to contact Moreland Altobelli to come up with a cost estimate for each road and bring it back to the table for discussion. Commissioner New seconded the motion. The motion was unanimously approved. 2018/19 Dirt Road Paving The county administrator stated the list above included dirt roads tentatively scheduled for paving. Commissioner Wayne Davis made a motion to authorize the road department to prepare the roads in the aforementioned list for paving. Commissioner Johnny Davis seconded the motion. The motion was unanimously approved. Landscape Architectural Services for Courthouse Grounds This item was tabled. ---PAGE BREAK--- Renewal of Consultant Services at Landfill with Moreland Altobelli The county administrator presented the following contract between Moreland Altobelli and Jefferson County. Commissioner New made a motion to approve the contract between Jefferson County and Moreland Altobelli. Commissioner Wayne Davis seconded the motion. The motion was unanimously approved. Color Scheme for Courthouse Repainting The board conducted a public hearing earlier in the evening to garner public input as to what color the county’s courthouse should be painted. After much discussion Commissioner New made a motion to repaint the courthouse, utilizing the same colors as before. Commissioner Wayne Davis seconded the motion. The motion was unanimously approved. Computer Software Commissioner Johnny Davis expressed a need for the county to invest in Office 365 software for county computers; thereby allowing county employees to receive and send e-mail via Office.
