Jefferson County Board of Commissioners Request for Proposals Truck Scales Request of Proposals: The Jefferson County Board of Commissioners is accepting proposals remove and dispose of an old truck scale and to provide and install a new truck scales at the Landfill. Box 658 Louisville, Georgia 30434 [EMAIL REDACTED] (478) 625-3332 General: The Jefferson County Board of Commissioners is soliciting proposals from qualified contractors and vendors who are currently Class V licensed, bonded, insured and authorized in accordance with State of Georgia, Department of Agriculture, rules and regulations and is in the business full time of providing, installing and servicing “Legal-for-Trade” Truck Scales. Those who wish to provide a proposal are required to schedule an on-site meeting to tour facilities and review existing equipment, systems, software and procedures. Written proposals must be submitted by November 26, 2020 at 2:00 p.m. EST to the address above. Bids will be opened at 2:00 p.m. and read aloud to the Public at the address above. No bids will be accepted by fax, email or phone. No bids will be accepted after the stated deadline above. The County reserves the right to waive any informalities and technicalities or to reject any nonconforming proposals or all proposals. No guarantees express or implied are made that the project will be awarded as described or that the project will be awarded at all. The County reserves the right to revise, change, modify, or delete the project or schedule. Prospective offerors responding to this notice do so at their own risk and option and assume full responsibility for all costs associated with the preparation of their proposal. It is required that all contractors submitting a proposal for this project be actively engaged in the business of providing and installing Truck Scales. Prospective offerors may be required to demonstrate the ability to complete the project by listing available equipment, personnel, other existing customers and means of completing the project. Awarding of a contact will be based on the proposal that provides the best value including price and quality of services to the County. Scope of Work: Jefferson County operates an MSW landfill at the address above. Trucks enter the landfill and drive across a 70’ x 11’ steel deck scale. The existing scales are approximately 35 years old. The scope of this project includes the removal and disposal of the existing scales and scale equipment. The existing scale foundation will require demolition and replacement. The new truck scale project should include: ---PAGE BREAK--- 1. A new 75’ rebar reinforced concrete foundation with 10’ aprons and 30’ ramps on both ends with conduit stub-outs to accommodate the supplied equipment. In addition the foundation design is to provide a 10” under the weighbridge cleanout clearance. 2. Providing, delivery and turn-key installation of a new truck scale system generally specified to match a Rice Lake Weighing Systems Model 7511-ST-100-OTR with 8” Safety Side Rails or equivalent that will meet the attached specifications. Proposal Submittal: Give a brief overview the bidders involvement in providing truck scale installation to governmental entities including number of employees and their roles. Proposals should include a description of all items, features, functions, plans, shop drawings and lead time included in the turnkey installation of the Truck Scales. Proposals should include all documentation explaining available warranties and maintenance options. The bidder should also provide three references for governmental or similar customers. Bidders are welcome to provide multiple proposals and list additional options and pricing not included in the specifications above. Insurance: A. The selected contractor, prior to commencing work, shall provide at their own expense to the Jefferson County Board of Commissioners evidenced by certificates of insurance of workers’ compensation and employer’s liability insurance, commercial general liability with combined bodily injury and property damage insurance, and commercial automobile liability insurance. B. The contractor shall assume the defense of and indemnify and hold harmless the County, its officers, agents, and employees from and against any and all claims, demands, actions, suits, and proceedings by others arising out of the negligent actions, errors or omissions of the contractor in its performance of the project.
