JEFFERSON COUNTY COMMISSIONERS WORK SESSION APRIL 2, 2018 7:00 P.M. The purpose of this meeting was to prepare the agenda for the April meeting. It was held at the Jefferson County Commissioners’ office. Those present were as follows: Mitchell McGraw, Chairman; Gonice C. Davis, Member; Tommy New, Member; Johnny Davis, Member; Wayne Davis, Member Adam Brett, County Administrator; Dalton Dowdy, County Attorney: and Bonnie Wells, County Clerk. Chairman McGraw called the meeting to order; Commissioner Johnny Davis gave the invocation. Commissioner Johnny Davis made a motion to amend the agenda by adding Billy Valduga – Using the Leisure Center for Defensive Driving Course and Resurfacing Ways Grove Church Road, Charlie Road, Hannah Branch Road, and Stapleton Acres to New Business as items j and k respectively. Commissioner Wayne Davis seconded the motion. The motion was unanimously approved. Commissioner Wayne Davis made a motion to adopt the agenda. Commissioner Gonice Davis seconded the motion. The motion was unanimously approved. OLD BUSINESS Gold Cross Contract The county attorney discussed the Gold Cross Contract with the board. Mr. Dowdy stated the current agreement seems to be working fine and it is the same contract Jefferson County has had with Gold Cross for the last four years. The current contract has two one-year renewals. Commissioner Wayne Davis made a motion to approve the contract renewal pending the county attorney’s review. Commissioner New seconded the motion. The motion was unanimously approved. NEW BUSINESS ACCG Bylaws Changes The county administrator brought the following ACCG bylaws to the board for discussion…this item was for informational purposes only. Proclamation in Support of Organ Donation The county administrator presented the following letter and proclamation from LikeLink in honor of organ donation month. The administrator explained citizens can sign up for organ donation upon renewal of a driver’s license and at the Jefferson County’s tag office. ---PAGE BREAK--- Commissioner New made a motion to adopt the LifeLink Proclamation designating April as Donate Life Month. Commissioner Wayne Davis seconded the motion. The motion was unanimously approved. Extended Warranty & PM Agreement on D6 Dozier The board discussed the extended warranty and preventive maintenance on the D6 Dozier. The administrator recommended the board opt to extend the warranty utilizing the by the hour fee versus paying by the month and/or by the hour. The agreement can be found in its entirety below. Commissioner New made a motion to accept the administrator’s recommendation and extend the warranty utilizing the $3.98 per hour fee. Commissioner Gonice Davis seconded the motion. The motion was unanimously approved. Track Hoe Financing The board discussed the quote from BB&T for the purchase of a track hoe. The letter from BB&T and the amortization scale is reflected below. ---PAGE BREAK--- The county administrator wanted to know which option was satisfactory to the board; to purchase the piece of equipment out right or pay a amount. Commissioner Johnny Davis stated he spoke with Jefferson County’s Finance Officer, Barbara Johnson, and Mrs. Johnson indicated it would be her recommendation to pay for the equipment out right. Commissioner Johnny Davis made a motion to accept the finance officer’s recommendation and purchase the aforementioned piece of equipment at a rate of $274,304 utilizing SPLOST Funds. Commissioner Gonice Davis seconded the motion. The motion was unanimously approved. Tax Sale Properties The list of properties below were submitted by the county administrator; the tax commissioner requested assistance from the board of commissioners with the sale of the listed property. The county administrator suggested waiving penalties and interest on the property as some of the property was less than a ¼ of an acre. Commissioner Johnny Davis suggested contacting property owners adjacent to the listed property and offer to sell the property to them for $1.00, he added he did not know what the legal ramifications were. After much discussion, Commissioner Johnny Davis made a motion to allow the county attorney to work with the tax commissioner on the sale of the property, along with waiving the penalties and interest on the property; then bring a tentative solution back to the board. Commissioner Gonice Davis seconded the motion. The motion was unanimously approved. Transit Fee Increase The following proposed fee scheduled was presented to the board on behalf of the Transit Department; along with the current fee schedule. ---PAGE BREAK--- After much discussion, the board opted to table this item until the next meeting. Road Striping Project The county administrator asked the board members for a list of roads for striping. The consensus was for the commissioners to provide a list of roads, for striping, to the county administrator in May. McDuffie County Inmate Detail The county administrator shared with the board a request from McDuffie County for an inmate detail. After much discussion; the board opted to table the item. Regular Meeting for April Chairman McGraw suggested April’s regular meeting be switched from Tuesday night to Monday night. Commissioner Wayne Davis made a motion to move April’s regular meeting from Tuesday night to Monday night. Commissioner New seconded the motion. The motion was unanimously approved. Billy Valduga’s Renting Leisure Center for Defensive Driver Class State Farm Agent, Billy Valduga expressed an interest in renting the Leisure Center for a Defensive Driver Class but asked that the “EMT/First Responder present at all rentals” be waived for that day. Commissioner New made a motion to waive the security and fire/EMT’s presence during Billy Valduga’s rental of the Leisure Center. Commissioner Gonice Davis seconded the motion. The motion was unanimously approved. Paving of Ways Grove Church Road Commissioner Johnny Davis brought before the board, what he deemed to be inadequate work by Epps Brothers, the contractors, hired to pave Ways Grove Church Road. After much discussion, Commissioner Wayne Davis made a motion to allow the county administrator and the chairman to contact Epps Brothers regarding Ways Grove Church Road. Commissioner Johnny Davis seconded the motion. The motion was unanimously approved. Scheduled Public Comments There were no scheduled public comments. It was held at the Jefferson County Commissioners’ Office. Those present were as follows: Mitchell McGraw, Chairman; Gonice C. Davis, Member; Tommy New, Member; Johnny Davis, Member; Wayne Davis Member; Adam Brett, County Administrator; Dalton Dowdy, County Attorney: and Bonnie Wells, County Clerk. Motion to approve Gold Cross Contract Pending Attorney’s Final Review Motion to approve LifeLink Donate Life Proclamation Motion to approve extended warranty hours on Dozier Motion to approve purchasing the CAT 326 F out right with funds from SPLOST Motion to approve the county attorney working with the tax commissioner to sell delinquent property on tax books, waiving the penalties and interest Motion to approve the modification of the regular meeting date from April 10th to April 9th Motion to waive the security and fire/EMT’s presence during Billy Valduga’s rental of the Leisure Center for defensive driving course Motion to allow the county administrator and the chairman to contact Epps Brothers Commissioner Johnny Davis made a motion to approve the Consent Agenda. Commissioner Gonice Davis seconded the motion. The motion was unanimously approved. Lou Semrad Jefferson Hospital Administrator, Lou Semrad, presented the board with the state of the hospital. OLD BUSINESS Transit Fee Increase ---PAGE BREAK--- County Administrator, Adam Brett, brought before the board a request regarding a fee increase to transit fares. The current fares and the proposed fares are listed below. After much discussion; Commissioner Johnny Davis made a motion to table until next month allowing transit’s director to bring relative information to the increase. Commissioner New seconded the motion. The motion was unanimously approved. McDuffie County Inmate Detail The board discussed the request from McDuffie County for an inmate detail from Jefferson County. This would mean an increase in the number of inmates housed at the correctional facility. The county administrator recommended McDuffie County give Jefferson County a twelve-month guarantee as they would have to hire another correctional officer to take the detail to McDuffie County. Commissioner Johnny Davis suggested twenty-four months as with twelve months, the program will end before it is really started. Commissioner Johnny Davis made a motion to enter a contract with McDuffie County identical to the one Jefferson County has with Emanuel County, but for a period of two years. Commissioner New seconded the motion. Discussion: Commissioner Gonice Davis asked would the increase of inmates allow for the cities to have inmates as well. County Administrator, Adam Brett, said the warden assured him the increase would be enough to supply the cities with inmates also. Then motion was unanimously approved. NEW BUSINESS Truck for Public Works Department County Administrator, Adam Brett, brought to the board a request from the road department for an additional truck. Commissioner New made a motion to approve the purchase of a new truck for the public works department. Commissioner Gonice Davis seconded the motion. The motion was unanimously approved. Scheduled Public Comments There were no scheduled public comments. Public Comments on Agenda Items There were no public comments on agenda items. Commissioner Wayne Davis made a motion to move into Executive Session to discuss litigation and personnel. Commissioner Johnny Davis seconded the motion. The motion was unanimously approved. Executive Session Commissioner Johnny Davis made a motion to come out of executive session and enter the regular meeting. Commissioner Gonice Davis seconded the motion. The motion was unanimously approved. Commissioner Johnny Davis made a motion to allow the county to enter a class action suit with other counties in suit against opiod manufacturers. Commissioner Wayne Davis seconded the motion. The motion was unanimously approved. ---PAGE BREAK--- Commissioner Johnny Davis made a motion to allow Warden Oliphant to rehire Torrence Lewis as a correctional officer at the Jefferson County Correctional Institute.
