JEFFERSON COUNTY COMMISSIONERS WORK SESSION JANUARY 5, 2011 8:30 A.M. The purpose of the meeting was to prepare the agenda for the January meeting. It was held at the Jefferson County Commissioners Office. Those present were as follows: William Rabun, Chairman; Gonice Davis, Member; Member; Tommy New, Member; Johnny Davis, Member; Wayne Davis, Member; Paul Bryan, County Administrator; Mickey Moses, County Attorney; and Bonnie Wells, County Clerk. Chairman Rabun called the meeting to order; Commissioner Wayne Davis gave the invocation. Commissioner Johnny Davis made a motion to adopt the agenda. Commissioner New seconded the motion. The vote was unanimous. NEW BUSINESS Heavy Equipment Maintenance Proposal Yancey Brothers Representatives, Jason Hamrick and Rick Calloway went over a maintenance proposal for the county’s heavy equipment. Commissioner Wayne Davis made a motion to table this endeavor until he has had an opportunity to review it. Commissioner Gonice Davis seconded the motion. The vote was unanimous. Review of Fiscal Year 2009-2010 Audit Walter Jones and Mark Davis, the auditors from Jones, Jones, and Davis gave the commissioners a review of the 2009/2010 Fiscal Audit. Mr. Jones ended the report by stating the county was in good financial shape overall and had a good clean year. He stated we needed to focus on going forward from a financial standpoint and that our fund balance was at a low level and was as low as it needs to get. Introduction of New CEO for Gold Cross Carl Wagster, EMS Director, introduced Vince Brogdon the new CEO of Gold Cross. His tenure as CEO began December 4, 2010 after having been with the company for ten years. Request by Tax Commissioner Gordy to Review Certain Tax Penalties and Interest Commissioner New made a motion to grant and place on the Consent Agenda, Tax Commissioner, Jenny Gordy’s request to waive tax penalties and interest on property belonging to William Dollar. Mr. Dollar had previously stated, George Cooper could have this property if he were willing to incur the cost of the taxes, penalties, and interest. County Attorney, Michael Moses stated to the board it was difficult to ascertain what Mrs. Gordy’s request was. Mrs. Gordy was contacted via telephone; at that time she stated her request was to have the penalties and interest on the property in question waived. Commissioner Johnny Davis seconded the motion. The vote was unanimous. Adjournment Commissioner Johnny Davis made a motion to adjourn. Commissioner New seconded the motion. The vote was unanimous. This was the second and final public hearing for the Noise Ordinance. It was held at the Jefferson County Commissioner’s Office. Those present were as follows: William Rabun, Chairman; Gonice Davis, Member; Member; Tommy New, Member, Johnny Davis, Member; Wayne Davis, Member; Paul Bryan, County Administrator; Mickey Moses, County Attorney; and Bonnie Wells, County Clerk. Chairman Rabun called hearing to order. Commissioner New gave the invocation. County Administrator, Paul Bryan explained the Noise Ordinance; he then answered questions. This was the regular scheduled meeting for the month of January. It was held at the Jefferson County Commissioners Office. Those present were as follows: William Rabun, Chairman; Gonice Davis, Member; Member; Tommy New, Member; Johnny Davis, Member; Wayne Davis, Member; Paul Bryan, County Administrator; Mickey Moses, County Attorney; and Bonnie Wells, County Clerk. Chairman Rabun called the meeting to order. Commissioner New gave the invocation. Commissioner Johnny Davis made a motion to adopt the agenda. Commissioner Gonice Davis seconded the motion. The vote was unanimous. Chairman Rabun welcomed the guests. EMS Director, Carl Wagster, gave the ambulance report. County Administrator, Paul Bryan, gave the administrator’s report. Consent Agenda The Consent Agenda item was: Request by Tax Commissioner Gordy to Review Certain Tax Penalties and Interest. Commissioner New made a motion to adopt the Consent Agenda item. Commissioner Johnny Davis seconded the motion. The vote was unanimous. OLD BUSINESS Health Department Board Appointments—Wrens Area ---PAGE BREAK--- Commissioner Wayne Davis made a motion to appoint Sam Way to the Health Department Board. Commissioner New seconded the motion. The vote was unanimous. NEW BUSINESS Noise Ordinance—Adoption Commissioner Johnny Davis made a motion to adopt the Noise Ordinance. Commissioner New seconded the motion. The vote was unanimous. Outdoor Watering Ordinance—Adoption Commissioner Wayne Davis made a motion to adopt the Outdoor Watering Ordinance. Commissioner New seconded the motion. The vote was unanimous. Resolution to Appoint UDA Member Commissioner Wayne Davis made a motion to adopt a resolution appointing Lee Woods and to extend the appointment of Thomas Jordan to the Unified Development Authority. Commissioner Johnny Davis seconded the motion. The vote was unanimous. Scheduled Public Comments Beaulah Mayers of Pecan Place Road was scheduled for public comments; she was not at the meeting. Commissioner Johnny Davis stated he wanted an opportunity to visit Ms. Mayer to ascertain the nature of her complaint. Adjournment Commissioner Johnny Davis made a motion to adjourn the Regular Meeting. Commissioner New made a motion to go into Executive Session to discuss personnel. Commissioner Gonice Davis seconded the motion. The vote was unanimous. Executive Session No action taken in Executive Session. Commissioner Wayne Davis made a motion to adjourn Executive Session and go back into the Regular Meeting. Commissioner Gonice Davis seconded the motion. The vote was unanimous. This meeting was held to discuss the construction of new cells at the landfill and employee’s compensation for the snow day. Those present were as follows: William Rabun, Chairman; Tommy New, Member; Wayne Davis, Member; Paul Bryan, County Administrator; and Bonnie Wells, County Clerk. Commissioners Gonice and Johnny Davis were absent. Chairman Rabun Called meeting to order; Commissioner Gonice Davis gave the invocation. Commissioner Wayne Davis made a motion to adopt the agenda; Commissioner Johnny Davis seconded the motion. The vote was unanimous. ---PAGE BREAK--- OLD BUSINESS Construction of New Cells at Landfill Ben Carter and Rick Eppihiemer of Moreland Altobelli discussed plans for the proposed construction of new cells at the county’s landfill. After much discussion Commissioner New made a motion to allow Moreland Altobelli to proceed with the proposed construction. Commissioner Johnny Davis seconded the motion. The vote was unanimous. NEW BUSINESS Compensation for Snow Day There was much discussion regarding employee’s compensation on the days the county offices were closed. Since there was nothing in the Personnel Policy regarding inclement weather Commissioner New stated the employees should be paid and an inclement weather policy be incorporated into the personnel policy. After much discussion Commissioner Wayne Davis made a motion to allow employees to use sick, vacation, or comp time for the snow days. Commissioner Johnny Davis seconded the motion. The vote carried with Chairman Rabun, Commissioners Gonice Davis, Johnny Davis, and Wayne Davis voting yes. Commissioner New voted no.
