JEFFERSON COUNTY COMMISSIONERS WORK SESSION MAY 4, 2009 8:30 A.M. The purpose of this meeting was to prepare agenda for regular meeting. Those present were as follows: William Rabun, Chairman, Gonice Davis, Vice-Chairman, Wayne Davis, Member, Tommy New, Member, Johnny Davis, Member, Mickey Moses, Co. Attorney, Paul Bryan, Co. Administrator, and Mary Lamb, Co. Clerk. Chairman Rabun called meeting to order. Commissioner New opened meeting with prayer. Commissioner New made a motion to adopt agenda. Commissioner Wayne Davis seconded with unanimous approval. Repairs to chipper at landfill were discussed. Ken Thomas reported he had Jay Sasser look at chipper. He estimated it would take approximately $3,000 to repair it. Commissioner New made a motion to allow Jay Sasser to look at chipper, if repairs are over $3,000 bring back to table and place on consent agenda. Commissioner Wayne Davis seconded with unanimous approval. Repairs to track hoe were discussed. The undercarriage needs to be repaired. Ken Thomas had two estimates to repair track hoe - Tractor & Equipment Co., Inc. $11,121.81 and Yancey $11,581.91. After discussion, Commissioner Wayne Davis made a motion to allow Tractor Equipment Co., Inc. to repair undercarriage on the track hoe (estimate $11,581.91) and place on consent agenda. Commissioner Johnny Davis seconded with unanimous approval. Purchase of detail bus was discussed. Robert had a price of $17,000 for a 1999 Thomas 14 passenger mini bus with full DOT certification. It was decided to check with Board of Education to see if they have a bus available the county could obtain. Ken will get approximate cost to convert school bus for use as a detail bus. Mower for courthouse was discussed. Robert presented bids on a mower. It was decided to purchase a commercial mower due to the amount of grass that has to be cut. The bids on a commercial mower were B & W Saws and Equipment - Husqvarna LS series lawn tractor model 2348 LS 23 horse power, triple blade and triple bag $2,619.95 - Blanchard Equipment Co. John Deere X320 $6,650.00 - Wallace & Sons GR 99102700 $7,498.00. Commissioner New made a motion to purchase Husqvarna mower and place on consent agenda. Commissioner Gonice Davis seconded with unanimous approval. Paul Bryan gave Administrator’s report. At 9:15 a.m. Commissioner Gonice Davis made a motion to adjourn regular meeting and go into executive session to discuss personnel and possible litigation. Those present were as follows: William Rabun, Chairman, Gonice Davis, Vice Chairman, Wayne Davis, Member, Tommy New, Member, Johnny Davis, Member, Mickey Moses, Co. Attorney, Paul Bryan, Co. Administrator, and Mary Lamb, Co. Clerk. Chairman Rabun called meeting to order. Commissioner Johnny Davis opened meeting with prayer. ---PAGE BREAK--- Commissioner Johnny Davis made a motion to amend agenda to add Rusty Logue under scheduled public comments. Commissioner Gonice Davis seconded with unanimous approval. Commissioner Gonice Davis made a motion to adopt agenda with addition. Commissioner Wayne Davis seconded with unanimous approval. Commissioner Johnny Davis made a motion to adopt minutes. Commissioner Gonice Davis seconded with unanimous approval. Committee reports were given. The following items were on the consent agenda: Chipper Repair $3,000, Track Hoe Undercarriage Repair, Lawn Mower Purchase. Commissioner Gonice Davis made a motion to approve items on consent agenda. Commissioner New seconded with unanimous approval. Paul Bryan presented a contract from Qore Property Science for monitoring at old landfill. Commissioner New made a motion to contract with Qore Property Science for air sparge remediation system monitoring and reporting on former Avera Road Landfill. Commissioner New seconded with unanimous approval. Commissioner Gonice Davis seconded with unanimous approval. Charles Washington requested funds from the county to help George Cooper with his park in Wrens Heights for children. Paul Bryan will meet with Charles Washington to talk about park. Rust Logue asked the board to consider having a meeting with citizens concerning the issues with property tax assessments. He stated that assessed values had increased some as much as 70% and more while the market value of houses has decreased in value. At 7:55 p.m. Commissioner Johnny Davis made a motion to adjourn regular meeting and go into executive session to discuss personnel. Commissioner Gonice Davis seconded with unanimous approval.
