JEFFERSON COUNTY COMMISSIONERS WORK SESSION FEBRUARY 8, 2006 8:30 A.M. This meeting was held to prepare agenda for regular meeting. Those present were as follows: William Rabun, Chairman, Tommy New, Vice-Chairman, Johnny Davis, Member, Gonice Davis, Member, Mickey Moses, Co. Attorney, Paul Bryan, Co. Administrator, and Mary Lamb, Co. Clerk. Sidney Norton was absent. Chairman Rabun called meeting to order. Commissioner Johnny Davis opened meeting with prayer. Commissioner Johnny Davis made a motion to adopt agenda. Commissioner Gonice Davis seconded with unanimous approval. Commissioner Johnny Davis made a motion to bring to floor for discussion doors for courthouse. Commissioner Gonice Davis seconded with unanimous approval. After discussion, Commissioner Johnny Davis made a motion to put on agenda for regular meeting. Commissioner Gonice Davis seconded with unanimous approval. Commissioner New made a motion to appoint Kenneth Cook and Ray Barrentine to a four year term on Development Authority Board. Commissioner Johnny Davis seconded with unanimous approval. Commissioner Johnny Davis made a motion to table Library Board appointment until the March meeting. Commissioner Gonice Davis seconded with unanimous approval. Commissioner New made a motion to bring to table for discussion contract for flying county. Commissioner Johnny Davis seconded with unanimous approval. Paul Bryan stated that $30,000 was included in the FY 2005-2006 budget for this project. Commissioner New made a motion to approve contract for flying county. Commissioner Johnny Davis seconded with unanimous approval. Paul Bryan gave a report. This was the second public hearing to consider an amendment to the Jefferson County Code of Ordinances Chapter 56 Subdivisions. Those present were as follows: Johnny Davis, Paul Bryan, Mary Lamb and George Rachels. Johnny Davis called the hearing to order. Paul Bryan discussed the proposed changes in the subdivision ordinances. Johnny Davis adjourned the hearing. Johnny Davis, Commissioner JEFFERSON COUNTY COMMISSIONERS REGULAR MEETING ---PAGE BREAK--- FEBRUARY 14, 2006 7:00 P.M. This was the regular meeting for the month of February. Those present were as follows: William Rabun, Chairman, Tommy New, Vice-Chairman, Johnny Davis, Member, Gonice Davis, Member, Mickey Moses, Co. Attorney, Paul Bryan, Co. Administrator, and Mary Lamb, Co. Clerk. Sidney Norton was absent. Chairman Rabun called meeting to order and opened meeting with prayer. Commissioner Johnny Davis made a motion to add purchase of vehicle for code enforcement officer and library board appointment to agenda and adopt agenda with additions. Commissioner New seconded with unanimous approval. Commissioner New made a motion to adopt the minutes. Commissioner Johnny Davis seconded with unanimous approval. Reports were given by the following: William Rabun - Finance, Johnny Davis - Public Safety and Courts, Tommy New - Landfill and Environment, Gonice Davis - Public Works and JCCI, Mike Bennett - Ambulance, Paul Bryan - Co Administrator. The following items were on the consent agenda: Approve Appointment Development Authority (Kenneth Cook & Ray Barrentine) and Approve contract to fly county. . Commissioner New made a motion to approve items on consent agenda. Commissioner Gonice Davis seconded with unanimous approval. Commissioner Johnny Davis made a motion to bring to table for discussion courthouse doors. Commissioner New seconded with unanimous approval. Paul Bryan recommended installing 8 glass doors in the courthouse at an approximate cost of $6,568.00. Commissioner Johnny Davis made a motion to install doors as recommended by Paul Bryan. Commissioner New seconded with unanimous approval. Commissioner New made a motion to approve resolution to empower William Rabun to sign contract on behalf of Jefferson County with Georgia Department of Human Resources. Commissioner Johnny Davis seconded with unanimous approval. Commissioner Johnny Davis made a motion to appoint Charles Gibbons to Jefferson County Library Board. Commissioner New seconded with unanimous approval. Commissioner New made a motion to bring to table for discussion vehicle for code enforcement officer. Commissioner Gonice Davis seconded with unanimous approval. Paul Bryan stated that the county did not have a vehicle available that was suitable for use by code enforcement officer. He recommended purchasing a 2006 Ford F150XL extended cab 4 wheel drive pickup $19,560.00 - light and siren package $2,223.00 total cost $21,783.00. Commissioner New made a motion to accept recommendation of County Administrator to purchase pickup. Commissioner Gonice Davis seconded. Voting yes Commissioners Rabun, New and Gonice Davis. Voting no Commissioner Johnny Davis. Commissioner Johnny Davis stated he wanted to go on record the reason he voted against the motion was due to the lack of communication. He was not informed about the possibility of purchasing a vehicle for code enforcement officer. Commissioner New made a motion to adjourn. Commissioner Gonice Davis seconded with unanimous approval. The purpose of this meeting was to discuss grant application from Office of Juvenile Justice and Delinquency Prevention. ---PAGE BREAK--- Those present were as follows: William Rabun, Chairman, Johnny Davis, Member, Gonice Davis, Member, Paul Bryan, Co. Administrator, and Mary Lamb, Co. Clerk. Tommy New and Sidney Norton were absent. Chairman Rabun called meeting to order. The grant was discussed. The grant will be for at risk students and will run for 30 weeks starting August 2006. The county will be responsible for all funds from the grant. Applications must be submitted by Monday, March 6, 2006. Commissioner Johnny Davis made a motion to apply for grant and county act as fiscal agent.
