JEFFERSON COUNTY COMMISSIONERS WORK SESSION JULY 11, 2005 8:30 A.M. This meeting was held to prepare agenda for regular meeting. Those present were as follows: William Rabun, Chairman, Tommy New, Vice-Chairman. Johnny Davis, Member, Sidney Norton, Member, Gonice Davis, Member, Mickey Moses, Co, Attorney, Paul Bryan, Co. Administrator, and Mary Lamb, Co. Clerk. Chairman Rabun called meeting to order. Commissioner Johnny Davis opened meeting with prayer. Commissioner New made a motion to adopt agenda. Commissioner Johnny Davis seconded with unanimous approval Commissioner Johnny Davis made a motion to bring resolution for funding 5311 vans to table for discussion. Commissioner New seconded with unanimous approval. After discussion, Commissioner New made a motion to adopt 5311 van funding resolution. Commissioner Johnny Davis seconded with unanimous approval. Commissioner Johnny Davis made a motion to bring Biomedical Waste Ordinance to table for discussion. Commissioner New seconded with unanimous approval. After discussion, Commissioner Johnny Davis made a motion to adopt Biomedical Waste Ordinance. Commissioner New seconded with unanimous approval. Commissioner New made a motion to bring to table for discussion resolution landfill liner award contract. Commissioner Johnny Davis seconded with unanimous approval. Paul Bryan gave report on bid tabulation from Chasman. After discussion, Commissioner New made a motion to approve resolution to award construction contract for landfill liner to the low bidder Texas Environmental Plastics. Commissioner Johnny Davis seconded with unanimous approval. Paul Bryan gave administrators report. Commissioner Gonice Davis made a motion to adjourn. This was the first of three public hearings on tax increase to be held for concerned citizens. Those present were as follows: Tommy New, Vice-Chairman, Paul Bryan, Co. Administrator, and Mary Lamb, Co. Clerk. Commissioner New called hearing to order and turned hearing over to Paul Bryan. Mr. Bryan explained the proposed millage rate, the percent of increase and answered questions. Commissioner New adjourned the meeting. H. G. Thomas New, Vice-Chairman JEFFERSON COUNTY COMMISSIONERS PUBLIC HEARING JULY 11, 2005 6:30 P.M. ---PAGE BREAK--- This was the second of three public hearings on tax increase for concerned citizens. Those present were William Rabun, Chairman, and Mary Lamb, Co. Clerk. No citizens attended the hearing. Chairman Rabun adjourned the hearing at 6:55 p.m. William Rabun, Chairman JEFFERSON COUNTY COMMISSIONERS REGULAR MEETING JULY 19, 2005 7:00 P.M. This was the regular meeting for the month of July. Those present were as follows: William Rabun, Chairman, Tommy New, Vice-Chairman, Sidney Norton, Member, Johnny Davis, Member, Gonice Davis, Member, Mickey Moses, Co. Attorney, Paul Bryan, Co. Administrator, and Mary Lamb, Co. Clerk. Chairman Rabun called meeting to order and opened meeting with prayer. Commissioner New made a motion to adopt agenda. Commissioner Johnnie Davis seconded with unanimous approval. Commissioner New made a motion to adopt minutes. Commissioner Gonice Davis seconded with unanimous approval Chairman welcomed guest. Reports were given by the following: Gonice Davis - Public Safety, Tommy New - Landfill and Finance, Johnny Davis - Public Works and JCCI, Sidney Norton - Human Resources, Paul Bryan - Co Administrator. Mike Bennett was absent. Commissioner New made a motion to approve items on consent agenda - Resolution 5311 Van Funding, Biomedical Waste Ordinance, Resolution Award Contract Landfill Liner. Commissioner Johnny Davis seconded with unanimous approval. Commissioner New made a motion to silicate bids on interest rate for operation fund loan. Commissioner Gonice Davis seconded with unanimous approval. Catina Hector requested work be done on Kellie Lane. She stated the road was impossible to travel on when it rained. This was the third and final hearing in tax increase. JEFFERSON COUNTY COMMISSIONERS CALL MEETING JULY 22, 2005 9:30 A.M. The purpose of this meeting was to set millage rate. Those present were as follows: William Rabun, Chairman, Gonice Davis, Member, Johnny Davis, Member, Sidney Norton, Member, Paul Bryan, Co. Administrator, and Mary Lamb, Co. Clerk. Chairman Rabun called meeting to order Commissioner Gonice Davis opened meeting with prayer. Commissioner Johnny Davis made a motion to adopt agenda. Commissioner Gonice Davis seconded with unanimous approval. Commissioner Johnny Davis made a motion to bring to table for discussion millage rate. Commissioner Gonice Davis seconded with unanimous approval. After discussion, Commissioner Gonice Davis made a motion to set millage rate at 13.64 (County 12.89 and Economic Development .75). Commissioner Johnny Davis seconded. Voting in favor of motion Commissioners Rabun, Johnny Davis and Gonice Davis. Commissioner Norton did not vote. Commissioner Johnny Davis made a motion to approve Board of Education levy of 13.60. Commissioner Gonice Davis seconded. Voting in favor of motion Commissioners Rabun, Gonice Davis and Johnny Davis. Commissioner Norton did not vote. Commissioner Johnny Davis made a motion to adjourn. Commissioner Gonice Davis seconded with unanimous approval.
