JEFFERSON COUNTY COMMISSIONERS CALL MEETING OCTOBER 13, 2009 6:45 P.M. This was a called meeting to discuss personnel. Those present were as follows: William Rabun, Chairman, Gonice Davis, Vice Chairman, Tommy New, Member, Johnny Davis, Member, Paul C. Bryan, County Administrator, Wayne Davis, Member; and Bonnie Wells. Chairman Rabun called meeting to order. Commissioner Wayne Davis gave invocation. Commissioner Tommy New made motion to adopt the agenda; Commissioner Wayne Davis seconded with unanimous approval. Commissioner Johnny Davis made a motion to go into executive session to discuss personnel. Commissioner Gonice Davis seconded with unanimous approval. Those present were as follows: William Rabun, Chairman, Gonice Davis, Vice Chairman, Tommy New, Member, Johnny Davis, Member, Wayne Davis, Member, Paul C. Bryan, County Administrator, and Bonnie Wells. Chairman Rabun opened meeting; Commissioner Johnny Davis gave invocation. Commissioner Wayne Davis made a motion to amend the agenda: Accept the recommendation from the Tax Assessor Board in the hiring of a Chief Appraiser and the ---PAGE BREAK--- salary change for the Board of Equalization members. Commissioner Johnny Davis seconded with unanimous approval. Chief Appraiser Commissioner Wayne Davis made a motion to accept the recommendation of the Tax Assessor Board to approve the hiring of Katherine Perry as Chief Appraiser. Commissioner Johnny Davis seconded with unanimous approval. Board of Equalization Commissioner Wayne Davis made a motion to pay the Board of Equalization members $50 per 4 hour increments per meetings until the hearings are complete. Commissioner Tommy New seconded with unanimous approval. Protective Barrier—Tax Commissioner’s Office Commissioner Tommy New made a motion to approve the installation of a protective barrier in the Tax Commissioner’s office for the protection of office personnel. This barrier will be installed by Rick’s Auto Glass & Storefront, Inc. at a cost of $8,365; this will include material and labor. Commissioner Johnny Davis seconded with unanimous approval. Bids for Bridge Repair Gregory Bridge Company was the only company to present a bid for the repairs to various bridges in the county. Commissioner Johnny Davis made a motion to have Gregory Bridge Company repair the bridges on Middleground Road, Zebina Road over Brushy Creek, and Campground Road over Reedy Creek; in that order. The other bridges (Charles Smith Road and Lincoln Park Road over Boggy Gut Creek) would wait until there is adequate funding. DOT Roadside Grant Commissioner Tommy New made a motion for Paul Bryan, County Administrator, to pursue the GATEway project program. This grant would allow the county $50,000 to for landscape materials for landscaping on the DOT’s right of way at the new recreation park. Commissioner Gonice Davis seconded with unanimous approval. One Georgia 911 Communications Grant Commissioner Wayne Davis made a motion for Paul Bryan, County Administrator to pursue the One Georgia 911 Communications Grant for our E-911 Communications Department. Commissioner Gonice Davis seconded with unanimous approval. Operations Hours at Landfill Commissioner Tommy New made a motion to reduce the landfill’s hours of operation from 5.5 days to 5 days during the winter months. Commissioner Johnny Davis seconded with unanimous approval. SPLOST Discussion Paul Bryan, County Administrator, gave report on the amount of money the county and individual cities received from SPLOST for the month of September and discussed the 2011 budget for SPLOST.
