JEFFERSON COUNTY COMMISSIONERS REGULAR MEETING SEPTEMBER 10, 2019 7:00 P.M. This was the regular meeting for the month of September. It was held at the Jefferson County Commissioners’ Office. Those present were as follows: Mitchell McGraw, Chairman; Gonice C. Davis, Member; Tommy New, Member; Johnny Davis, Member; Wayne Davis, Member; Adam Brett, County Administrator; Dalton Dowdy, County Attorney; and Bonnie Wells, County Clerk. Chairman McGraw called the meeting to order and led the Pledge of Allegiance. Commissioner New gave the invocation. Commissioner Wayne Davis made a motion to adopt the agenda. Commissioner Gonice Davis seconded the motion. The motion was unanimously approved. The August minutes were not ready for adoption at this time. Chairman McGraw gave the chairman’s report; County Administrator, Adam Brett, gave the county administrator’s report; EMS Director, Chad Parker gave the EMS/ambulance report; Sandy Walden gave the building department/code enforcement report; and Emergency Services Director, Jim Anderson gave the emergency services report. Consent Agenda There were no consent agenda items. OLD BUSINESS First Reading of RV Park Ordinance This was the first reading of the RV Park Ordinance. The aforementioned ordinance is shown below. Commissioner Wayne Davis made a motion to approve the first reading of the RV Park Ordinance. Commissioner Johnny Davis seconded the motion. The motion was unanimously approved. TIA Regional Projects The county administrator reviewed the following TIA projects with the board. The board discussed these projects at length and decided it would be beneficial to have Georgia Department of Transportation District Preconstruction Engineer, Todd Price, attend a meeting to discuss the projects listed below. ---PAGE BREAK--- Commissioner New made a motion to invite Todd Price to attend the next meeting to discuss the aforementioned projects. Commissioner Wayne Davis seconded the motion. The motion was unanimously approved. NEW BUSINESS Resolution for Board of Assessors Terms County Attorney, Dalton Dowdy, reviewed the following resolution providing for the terms of office of the members of the tax assessor board. There was some question regarding two of the board members’ tenure and the appointing authority. The county clerk was to ascertain the information provided to the board was accurate. The resolution with the correct appointing authority and tenure is in its entirety below. Commissioner New made a motion to adopt the Tax Assessor Board Resolution. Commissioner Wayne Davis seconded the motion. The motion was unanimously approved. Second Reading of Chicken House Ordinance The county attorney reviewed the Chicken House Ordinance; this is the second reading of the aforementioned ordinance and it can be found here in its entirety. ---PAGE BREAK--- Commissioner Johnny Davis made a motion to approve the second reading of the Chicken House Ordinance. Commissioner Wayne Davis seconded the motion. The motion was unanimously approved. FY 19 Budget Amendments The county administrator presented the following budget amendments to the board for review. Commissioner Gonice Davis made a motion to approve the budget amendments above. Commissioner Wayne Davis seconded the motion. The motion was unanimously approved. Development Authority Appointment Chairman McGraw said this appointment would come from the City of Wadley and he was waiting on Mayor Harold Moore to submit his appointment. This item would be addressed at a later date. Scheduled Public Comments There were no scheduled public comments. Public Comments on Agenda Items There were no comments on agenda items. Lou Semrad from Jefferson Hospital was in attendance; Chairman McGraw allowed him an opportunity to speak. Mr. Semrad thanked the board and the citizens for all their help and their warm welcome during his tenure. Commissioner New thanked Mr. Semrad for everything he did for Jefferson Hospital. Commissioner Johnny Davis made a motion to go into executive session to discuss land acquisition and personnel. Commissioner Wayne Davis seconded the motion. The motion was unanimously approved. Executive Session No action taken. Commissioner New Made a motion to adjourn the executive session. Commissioner Wayne Davis seconded the motion. The motion was unanimously approved.
