JEFFERSON COUNTY COMMISSIONERS WORK SESSION AUGUST 6, 2007 8:30 A.M. This meeting was held to prepare agenda for regular meeting. Those present were as follows: William Rabun, Chairman, Johnny Davis, Vice-Chairman, Tommy New, Member, Sidney Norton, Member, Gonice Davis, Member, Mickey Moses, Co. Attorney, Paul Bryan, Co. Administrator, and Mary Lamb, Co. Clerk. Chairman Rabun called meeting to order and opened meeting with prayer. Commissioner Gonice Davis made a motion to adopt agenda. Commissioner New seconded with unanimous approval. LARP list was discussed. Each Commissioner was asked to give list to Paul Bryan before regular meeting. Brannen Bargeron representing William Dollar had some questions on right of way on Wren Lane and Wren Circle. Chairman Rabun asked Brannen to meet with Co. Attorney, Mickey Moses, and Paul Bryan on this. Health Insurance was discussed. Paul Bryan gave three options for renewal with Blue Cross / Blue Shield. He recommended option 3 of the renewal proposal. Commissioner New made a motion to renew health insurance with Blue Cross Blue Shield option 3. Commissioner Johnny Davis seconded with unanimous approval. Commissioner Johnny Davis made a motion to move ad valorem tax digest to last under new business. Commissioner Gonice Davis seconded with unanimous approval. Chairman Rabun appointed Larry Morgan to Planning and Zoning Board. Commissioner Gonice Davis made a motion to approve appointment and put on consent agenda. Commissioner Johnny Davis seconded with unanimous approval. LUCA liaison was discussed. Commissioner Johnny Davis made a motion to appoint Mickey Moses as LUCA liaison. Commissioner New seconded with unanimous approval. Mickey Moses stated that he did not have the time this position would require. Commissioner Johnnie Davis withdrew his motion. Chairman Rabun will talk to Frank Gordy about he position and will report back to the board. Paul Bryan will contact Chip Prichard on animal control. He will bring recommendations to regular meeting. Sylvia Cobb received a letter stating the drug and alcohol policy meets all areas of the FTA Drug and Alcohol Testing program. Letters to Senator Chambliss and Senator Isakinson requesting support for Senator Harkin’s Rural Development Proposal was submitted by Paul Bryan. Commissioner New made a motion to sign letter of support. Commissioner Gonice Davis seconded with unanimous approval. A letter from Department of Revenue stated that a review of the Jefferson County 2006 ad valorem tax digest determined that the digest contains deficiencies resulting in an assessment of a $5.00 per parcel penalty in the amount of $66,735. George Rachels stated that rural land was out of tolerance. Paul Bryan recommended appealing the penalty. Paul Bryan gave a report. Commissioner Johnny Davis made a motion to adjourn. Administrator, and Mary Lamb, Co. Clerk. Chairman Rabun called meeting to order. Commissioner New opened meeting with prayer. Commissioner Gonice Davis made a motion to adopt agenda. Commissioner Johnny Davis seconded with unanimous approval. Commissioner New made a motion to adopt minutes. Commissioner Gonice Davis seconded with unanimous approval. Committee reports were given. The following items were on the consent agenda: Health Insurance Renewal / Blue Cross Blue Shield Option III, Planning & Zoning Board Appointment / Larry Morgan, Letter of Support Rural Development to Senators. Commissioner Johnny Davis made a motion to approve items on consent agenda. Commissioner Gonice Davis seconded with unanimous approval. Paul Bryan requested approval to appeal a $66,735.00 penalty imposed on Jefferson County by the Department of Revenue. Commissioner Johnny Davis made a motion to give Paul Bryan authority to appeal penalty from the Georgia Department of Revenue. Commissioner Gonice Davis seconded with unanimous approval. Appointment of LUCA Liaison wad tabled. Commissioner New made a motion to approve Jefferson Transit System Drug and Alcohol Testing Program. Commissioner Johnny Davis seconded with unanimous approval. Commissioner New made a motion to approve proposal in the amount of $6,000 from Steve Bargeron and Associates to survey recreation area on tax map 91 parcel 14 (approximately 20 acres) boundary and as built with elevations. Commissioner Johnny Davis seconded with unanimous approval. Commissioner Johnny Davis made a motion to purchase vehicle for Sheriff’s Department. The Sheriff will pay $10,000 toward the purchase. Commissioner Gonice Davis seconded with unanimous approval. Commissioner Johnny Davis made a motion to purchase 2 trucks for road department. Commissioner New seconded with unanimous approval. Commissioner Johnny Davis made a motion to adopt ancillary funds budgets. Commissioner Gonice Davis seconded with unanimous approval. Commissioner Johnny Davis made a motion to adjourn regular meeting and go into executive session to discuss litigation. Commissioner Gonice Davis seconded with unanimous approval.
