JEFFERSON COUNTY COMMISSIONERS WORK SESSION JANUARY 7, 2019 7:00 P.M. The purpose of this meeting was to prepare the agenda for the January meeting. It was held at the Jefferson County Commissioners’ office. Those present were as follows: Mitchell McGraw, Chairman; Gonice C. Davis, Member; Tommy New, Member; Johnny Davis, Member: Wayne Davis, Member Adam Brett, County Administrator; Dalton Dowdy, County Attorney: and Bonnie Wells, County Clerk. Chairman McGraw called the meeting to order and led the Pledge of Allegiance; Commissioner New gave the invocation. Commissioner New made a motion to amend the agenda by adding Comcast (cable tv) to New Business. Commissioner Johnny Davis seconded the motion. The motion was unanimously approved. Commissioner Johnny Davis made a motion to adopt the agenda. Commissioner Wayne Davis seconded the motion. The motion was unanimously approved. OLD BUSINESS Veterans Plaza County Administrator, Adam Brett, presented the information below which included bids from Rollin’s Landscape Company and Ground Cover Landscaping Company. The administrator explained the materials for the project would be purchased by the county as county government is tax exempt. Commissioner Johnny Davis made a motion to table making a decision until Tuesday night’s regular meeting; allowing the board an opportunity to review the bids. Commissioner Wayne Davis seconded the motion. The motion was unanimously approved. Landfill Revenue The county administrator presented the following information regarding Jefferson County’s landfill receiving garbage from outside entities to generate revenue. The information presented is reflected here. ---PAGE BREAK--- Commissioner Johnny Davis made a motion to table the aforementioned item, thereby allowing the board an opportunity to review the information the county administrator presented. Commissioner Wayne Davis seconded the motion. The motion was unanimously approved. New Business Louisville Property Tax Request The county administrator presented the following information regarding property recently acquired by the City of Louisville. The City Administrator, Ricky Sapp, requested the county waive taxes on the property; the county administrator recommended the board honor Mr. Sapp’s request and waive the taxes on the aforementioned property. Please see the information below. Commissioner Wayne Davis made a motion to accept the county administrator’s recommendation and waive the taxes on the property owned by the City of Louisville. Commissioner Johnny Davis seconded the motion. The motion was unanimously approved. Resolution in Support of Interstate 14 The county administrator provided information to the board regarding a resolution of support for I-14, which is proposed to come through Jefferson County. Commissioner Wayne Davis made a motion to adopt a resolution of support for Interstate-14. Commissioner Gonice Davis seconded the motion. The motion was unanimously approved. Work Release Program Proposal The county administrator and the Jefferson County Correctional Institute’s Warden, Calvin Oliphant, presented the following information regarding implementing a transitional center/work release program in Jefferson County. ---PAGE BREAK--- Commissioner New made a motion to approve the implementation of a work release program/transitional center in Jefferson County. Commissioner Johnny Davis seconded the motion. The motion was unanimously approved. IGA with Wrens for Mayoral Special Election The county administrator presented, from the City of Wrens, an IGA (Intergovernmental Agreement) to conduct a Special Election for Mayor in the City of Wrens. Lester Hadden, the previous Mayor of Wrens, recently resigned from office. The administrator also explained if one of the council members were to qualify, their respective seat would have to be added to the ballot as well. Commissioner Wayne Davis made a motion to approve the IGA with the City of Wrens for the Jefferson County Elections Department to conduct a Special Election. Commissioner New seconded the motion. The motion was unanimously approved. Comcast Commissioner New expressed a need for the county office to have a television in the office allowing employees, etc. to watch the news during the course of the day. Scheduled Public Comments There were no scheduled public comments. Public Comments on Agenda Items Geary Davis had comments regarding the landfill revenue agenda item. He was reminded the item was tabled with no vote at this time. Executive Session No executive session. Adjournment Commissioner New made a motion to adjourn. Thomas New, Member Charles W. Davis, Member JEFFERSON COUNTY COMMISSIONERS REGULAR MEETING JANUARY 15, 2019 7:00 P.M. This was the regular meeting for the month of January. It was held at the Jefferson County Commissioners’ Office. Those present were as follows: Mitchell McGraw, Chairman; Gonice C. Davis, Member; Tommy New, Member; Johnny Davis, Member; Wayne Davis, Member; Adam Brett, County Administrator; Dalton Dowdy, County Attorney; and Bonnie Wells, County Clerk. Commissioner New seconded the motion. The motion was unanimously approved. Commissioner New made a motion to adopt the minutes. Commissioner Wayne Davis seconded the motion. The motion was unanimously approved. Reports from Committees and Departments Chairman McGraw gave the chairman’s report; County Administrator Adam Brett gave the administrator’s report. Jenna Watkins, Recreation Department Administrative Clerk, gave a report on events at the recreation department; EMS Director, Chad Parker, gave the EMS report; Sandy Walden gave the code enforcement report in Code Enforcement Officer/Building Inspector Jimmy Kitchens’ absence; and Emergency Services Director, Jim Anderson, gave the 911 and county fire department report; he also shared information regarding the recent train derailment in the Town of Bartow. Consent Agenda Chairman McGraw read the Consent Agenda items. Motion to approve waiving the taxes on property owned by the City of Louisville Motion to adopt I-14 Resolution of support Motion to approve Warden Oliphant’s authority to proceed with a work release program Motion to approve the IGA authorizing the Board of Elections to conduct the City of Wrens’ special mayoral election and a second election if needed Commissioner Wayne Davis made a motion to approve the Consent Agenda. Commissioner New seconded the motion. The motion was unanimously approved. OLD BUSINESS Veterans Plaza The county administrator presented the following information on the construction of Veterans Plaza on the courthouse square. There were two bids; one from Rollin’s Landscape Company at $29,709 and the other from Ground Cover Landscaping at $22,650. The scope of work is presented on the next page. ---PAGE BREAK--- Commissioner New made a motion to accept the lower bid from Ground Cover Landscaping Company at the rate of $22,650. Commissioner Wayne Davis seconded the bid. The motion was unanimously approved. NEW BUSINESS Library Board Appointment The county administrator received a letter from the Jefferson County Library Director, Carol Taylor regarding District 2’s appointment to the Library Board. District 3’s seat on the board was already vacant. Commissioner Johnny Davis made a motion to appoint Michelle Reaves to the library board to fulfil Rebecca Gibbons’ unexpired term; her term will end June 30, 2020. Commissioner Wayne Davis seconded the motion. The motion was unanimously approved. Commissioner Wayne Davis made a motion to appoint Linda McNair to the library board to fulfill Annie Englett’s unexpired term; her term will end June 30, 2020. Commissioner New seconded the motion. The motion was unanimously approved. FY 19 Mid-Year Budget Amendments The county administrator presented the following FY 19 mid-year budget amendments. Commissioner New made a motion to approve FY 19 mid-year budget amendments. Commissioner Wayne Davis seconded the motion. Commissioner Wayne Davis seconded the motion. The motion was unanimously approved. Green Box Cameras Code Enforcement Officer, Jimmy Kitchens expressed a need for additional assistance with the dumpsite cameras. The board took Mr. Kitchens’ request into consideration. Service Center Prom The Tax Commissioner, Nancy McGraw, requested the use of the Multipurpose Center (Old Armory) for the Service Center’s annual prom on April 5, 2019. She stated the Senior Center Director, Tammie Bennett, would also like to have the senior’s prom that same day. The service center’s prom would be from 10:00 a.m. to 12 noon, with the senior’s prom starting in the evening from 6:00 p.m. to 10:00 p.m. Commissioner Johnny Davis made a motion to waive the fee and allow the use of the Multipurpose Center (Old Armory) for both proms. Commissioner Wayne Davis seconded the motion. The motion was unanimously approved. Scheduled Public Comments There were no scheduled public comments. Public Comments on Agenda Items A citizen, Robert McNair, had questions regarding the administrator’s report. Executive Session No Executive Session items.
