JEFFERSON COUNTY COMMISSIONERS WORK SESSION DECEMBER 3, 2012 8:30 A.M. The purpose of the meeting was to prepare the agenda for the December meeting. It was held at the Jefferson County Commissioners Office. Those present were as follows: William Rabun, Chairman; Gonice Davis, Member; Tommy New, Member; Johnny Davis, Member; Wayne Davis, Member; Adam Mestres, County Administrator; Michael Moses, County Attorney; and Bonnie Wells, County Clerk. Chairman Rabun welcomed guests; Commissioner Johnny Davis gave the invocation. OLD BUSINESS Planning and Zoning Board Appointment Commissioner Johnny Davis made a motion to appoint Charles Pitts to the Planning and Zoning Board; Mr. Pitts will conclude Mr. William Freeman’s unexpired term. This term will end December 2015. Commissioner Wayne Davis seconded the motion and placed the item on the Consent Agenda. The vote was unanimous. (Consent Agenda) Energy Excise Tax The Energy Excise Tax enforced via House Bill 386 authorizes, but does not require, counties to levy a new local excise tax on energy. The new authorization was designed to allow counties and cities to recoup the revenues lost to them as a result of the new exemption. The amount of the proceeds from the county energy excise tax, if levied, would equal county revenues lost due to the new sales tax exemption. The commissioners discussed the excise tax at length. Commissioner Wayne Davis made a motion to table the Energy Excise Tax until Tuesday night’s regular meeting allowing the county attorney an opportunity to review the bill. Commissioner Johnny Davis seconded the motion. The vote was unanimous. (Regular Meeting) NEW BUSINESS Resolution—CLC (County Legislative Coordinator) Commissioner Johnny Davis made a motion to adopt a resolution appointing Adam Mestres, County Administrator, as the Legislative Coordinator for Jefferson County. The Legislative Coordinator serves as a liaison for ACCG, local government, and employees of the county. Commissioner New seconded the motion. The vote was unanimous. (Consent Agenda) Board of Health Appointment—David Gunn Commissioner Gonice Davis made a motion to re appoint David Gunn to the Board of Health. Commissioner Wayne Davis seconded the motion. The vote was unanimous. (Consent Agenda) Lost Lake Woodworks—Pat Kelly A proposal for a wooden display case was brought before the board from Pat Kelly of Lost Lake Woodworks; Mr. Kelly submitted an unsolicited proposal of $3,800 to build a display case. The general consensus was there needed to be a display case at the courthouse, but funding was not available at the time. Commissioner Wayne Davis suggested the county contact the Jefferson County Chamber of Commerce for the funds. Commissioner New made a motion to request funding from the chamber for the case, if the chamber could not fund the project Mr. Kelly would be notified the county could not afford such a project at this time. Commissioner Johnny Davis seconded the motion. The vote was unanimous. JEFFERSON COUNTY COMMISSIONERS REGULAR MEETING DECEMBER 11, 2012 7:00 P.M This was the regular scheduled meeting for the month of December. It was held at the Jefferson County Commissioners Office. Those present were as follows: William Rabun, Chairman; Gonice Davis, Member; Tommy New, Member; Johnny Davis, Member; Wayne Davis, Member; Michael Moses, County Attorney; Adam Mestres, County Administrator; and Bonnie Wells, County Clerk. Chairman Rabun called the meeting to order; Commissioner Gonice Davis gave the invocation. Chairman Rabun thanked the board and the constituents for their support for the previous eight years Commissioner Wayne Davis made a motion to adopt the agenda. Commissioner Johnny Davis seconded the motion. The vote was unanimous. Commissioner Gonice Davis made a motion to adopt the November 2012 minutes. Commissioner New seconded the motion. The vote was unanimous. Adam Mestres, County Administrator, presented the administrator’s report. Carl Wagster presented the ambulance report and James Anderson; E-911 Director presented the 911 report. Consent Agenda The Consent Agenda items were Planning and Zoning Board Appointment; Resolution—CLC (County Legislative Coordinator); Board of Health Appointment—David Gunn; Lost Lake Woodworks; and Budget Amendments. Commissioner Wayne Davis made a motion to adopt the Consent Agenda. Commissioner Johnny Davis seconded the motion. The vote was unanimous. The motion did not pass. The vote was three to two. Chairman Rabun, Commissioners New and Go nice Davis voted no. Commissioners Johnny and Wayne Davis voted yes. Scheduled Public Comments—Ruth Harrison Ruth Harrison questioned the lack of public restrooms on the outside of the courthouse. Public Comments on Agenda Items Executive Session Commissioner Johnny Davis made a motion to adjourn the Regular Meeting and go into Executive Session to discuss personnel. Commissioner Wayne Davis seconded the motion. The vote was unanimous. Commissioner New made a motion to adjourn Executive Session and go into the Regular Meeting. Commissioner Gonice Davis seconded the motion. Commissioner Wayne Davis made a motion to increase County Administrator, Adam Mestres’ salary to $65,000. Commissioner New seconded the motion.
