Roads in Hoover that Are Maintained by the State of Alabama The State of Alabama Highway Department of Transportation (ALDOT) maintains all of Highway 31 throughout the city limits. ALDOT also maintains all portions of Interstate 65 and Interstate 459 that run through the Hoover city limits.
