McLean County Criminal Justice Coordinating Council Executive Committee Meeting Minutes August 9, 2011 Present: Dr. Frank Beck and Dr. Ed Wells (Stevenson Center, ISU); Kim Campbell, Bill Yoder, Judge Elizabeth Robb, and Karen Zangerle ISU Stevenson Center Statistical Reports An overview of case processing intervals for felonies was presented and discussed. The tables were discussed as well as possible interpretations of results. It was discussed that it may be beneficial to have a breakdown of type of felonies presented in Table 5. The committee decided at this point not to present Table 7 to the full board until we have more data and information to help interpret the results. In October, a comparison of cases involving 2010 can be conducted. In 2011 fewer persons came into the jail. It is predicted that total bed days used for 2011 will look most similar to 2009. Temporal changes may be explained by outside forces; i.e. legislation increasing certain classes of offenses, police departments cutbacks on traffic enforcement and warrant enforcement. There was some discussion on merging sentences and sentence variation with time served issues. Dr. Beck is working on that with Will Scanlon who will provide some specific case file examples. ISU Graduate Assistant The Stevenson Center graduate assistant (Alyssa Curran) will begin her internship with the CJCC on August 22 for 15 hours a week. Judge Robb indicated some of the preliminary ideas for the intern: review the Sentencing Policy Commission report and the ICJIA Strategic Planning report; help collaborate the merging of JJC with CJCC and how to run the two organizations effectively together; attend meetings; gain familiarity with all agencies and departments and how they work with each other in the justice system. Other Judge Robb indicated she would like all committee chairs to be invited to the next CJCC Executive committee meeting, which will be held September 13th at 7:45 a.m. in Jury Room 4B of the Law and Justice Center.
