Presentation to McLean County Criminal Justice Coordinating Council Frank D. Beck, Stevenson Center Ed Wells, Criminal Justice Sciences Illinois State University July 7, 2011 ---PAGE BREAK--- Since April 2011 Meeting • On a basis we track beds being used in the jail for felonies, misdemeanors, and DUIs. This includes number of different persons in the jail, average length of stay, and total beds used. We also compare 2011 data to data from the previous 4 years. Today you will see these results for arrests for new charges and arrests for warrants today. • We can measure length of time between booking and significant judicial events for 2007 through 2009. We can do this by class of felony, year, days in custody, race, and sex. 2011. • Most of the downward trend has to do with fewer people being arrested on warrants. New arrests have dropped but not as precipitously. • By felony, much of the decline has to do with fewer Class 3 and 4 felony cases over time. • We know that women spend less time in the jail than men. • We know that African Americans and Latinos spend more time in the jail than whites, this is true within classes of felony. However, this could be do to prior convictions and level of violence in the alleged offense. • Case processing time rises dramatically if there are multiple status hearings. • Case processing time does not vary by race/ethnicity. • Case processing time does not vary much by class of felony. • Case processing time is lower if the defendant is spending more time in the jail. ---PAGE BREAK--- Next Steps • Repeat all of the above on a basis • Merge time in jail for arrests for sentencing • Compare processing of cases in 2010 to previous years (to be done once sufficient cases have moved through the process) • As 2011 progresses, return to the race and gender comparisons (need a large ---PAGE BREAK--- Questions?
