1 McLean County Criminal Justice Coordinating Council Executive Committee Meeting September 13, 2011 Present: Kim Campbell, Sheriff Mike Emery, Judge Robert Freitag, Judge Elizabeth Robb, Alyssa Curran (CJCC Intern), William Scanlon (TCA) and Dr. Frank Beck (ISU Stevenson Center) ISU Statistical Report Dr. Frank Beck gave a detailed report on the jail population. His findings include a general decline in the number of persons in the McLean County jail from 2007-2011. The average length of stay for defendants is increasing for certain classes of offenses, and the total bed days used is lower than previous years, and is on track to be close to the 2009 numbers. There was a long discussion on some of the reasons why the decline in number of persons, but status quo on the average length of stay: • Fewer investigation units • Lower number of arrests with curtailing of traffic enforcement units • Lower filings • More filings in non-criminal case types (Ordinance Violations vs. Misdemeanors) • Change in warrant enforcement policies Dr. Beck will be focusing on some rationale for use of bed days based on the statistical information available. He may be asking for a review of certain cases or refinement of the trend data through different analyses. Dr. Ed Wells will be presenting information on time to disposition at the October 6, 2011 meeting. His initial conclusions are that it is taking less time in 2009 to dispose of cases in custody than in 2007-2008. Dr. Beck asked William Scanlon and Alyssa Curran to review the table marked "Sentencing Date Redundancies" to clarify some of the inconsistencies in the booking data. (ed. - a summary of those findings was circulated to the Executive Committee via email on 9/15/11) There was a brief discussion of the data and possible analysis and reports that could be generated. October CJCC Council Meeting Following discussion the following items were set as agenda items for the October 6 meeting: ISU Stevenson Center Data presentation (Dr. Ed Wells/Dr. Frank Beck) Committee Reports Legislative Update (Campbell) Appointment of new Chair for Specialty Courts subcommittee Report on the Summit of Hope (Lori McCormick) ---PAGE BREAK--- 2 Circuit Court update (Robb) Juvenile Justice Council update Report of the Drug Court Evaluation (Mark Godley, Chestnut Health Systems) Other / Member Forum William Scanlon will circulate a request for Committee Reports and for legislative update items. Report of CJCC Intern (Alyssa Curran) Ms. Curran gave an overview of her work since August 22, 2011. She has visited with most offices and everyone has been cooperative with her work, and very helpful. She gave a brief summary of some of the data analysis topics which have been suggested to her, including a review of the charges booked and those filed, a possible expansion of pre-trial services, initiatives to address gang violence and expansion of prison re-entry programs. She will be meeting with Dr. Beck to discuss assisting with his research and possible fields of expansion. She also proposed moving the Executive Committee meetings to the second Wednesday in November and December (currently set on the 2nd Tuesday - November 8 and December 13). Committee members were asked to check their calendars and determine if that would be a problem. Meeting adjourned: 8:55 am
