McLean County Juvenile Justice Council Request for Proposals Summer Jobs Program for At-Risk Youth in Bloomington-Normal Issued: November 7, 2012 Submittal Deadline: January 7, 2013 1. Program Overview and Objectives To identify youth that are ’At-Risk’, recruit potential employers, and to provide ’At-Risk’ youth (ages 15 to 18yrs) with the opportunity for summer employment, employment mentoring, and employer support. Applicants are expected to review referrals from multiple community based organizations, determine if they are ’At-Risk’, recruit employment sites, mentor youth admitted into the program, counsel and advise employers, and must have the ability to capture relevant data to determine program success. Program success will be based upon helping identified ‘At-Risk’ youth to experience an industrious summer employment experience which will teach skills to help them become more productive community members. 2. Responsibilities of Service Provider Selection of Youth – will be based upon ‘At-Risk’ factors, such as Criminal Activity, School Truancy, Dysfunctional Family Situations, Homelessness, Teen Pregnancy, Academic Performance and Gang Activity. Support of Youth – Applicant must identify the support they will be providing to the ‘At- Risk’ youth. ---PAGE BREAK--- Support of Employers – Applicant must identify the support they will be providing to the prospective employers. Reporting – Applicant must show the ability to capture data related to the success of the summer jobs program, and provide a written report to the Juvenile Justice Council as requested. Participants must be willing to sign a Release of Information valid for a period of five years for follow up analysis. 3. Proposal Requirements Respondents shall submit the following information in their proposal:  Contact information for the respondent project team members (name, address, phone and email).  Detailed description of any relevant professional experience (organization and personnel).  A detailed overview of the proposed program format, including how the respondent plans to address each of the subcategories listed in section two of this document. This overview should include how many youth they intend to serve; how many job slots they anticipate to fill; how long the program would be scheduled to last; if the participants would be paid, and if so, by whom, etc.  A detailed breakdown of anticipated funding needs that the respondent will require in order to successfully operate the program. Please note that the Summer Jobs Program sponsored by the McLean County Juvenile Justice Council will only pay administrative costs, and will not pay the salaries of the youth selected to participate. It is hoped that the Juvenile Justice Council will be able to obtain funding from the City of Bloomington in the amount of approximately $7500.00 as well as from the Town of Normal in the amount of approximately $7500.00, as projected from commitments in past years. Payments to the contracted summer jobs program will be made in 2 parts, half at the beginning of the program, and the other half at the end of the program after receiving the collected data.  A minimum of three references that can provide insight to the organizations service capabilities.  Consent for background checks of all personnel to be involved in the program.  Respondent organization must carry all relevant liability insurance and agree to indemnify the Council from any causes of action occurring from counseling services provided by respondent organization.  Any other information that the respondent believes is integral to the successful operation of the Summer Jobs Program. ---PAGE BREAK--- All proposals must be received by Monday, January 7, 2013 at 5:00 p.m. Respondents may submit their proposals to: Mr. Dennis McGuire, Summer Jobs Program Chair McLean County Juvenile Justice Council 104 W. Front St., Rm. 700 Bloomington, IL 61701 The outside of the package containing the submittal must be clearly marked “McLean County Juvenile Justice Council – Summer Jobs Program Proposal”. 4. Evaluation Process and Selection Criteria Proposals will be evaluated based on agency qualifications, proposed program services, total projected cost, and plans for continual program enhancement and performance measurement. The McLean County Juvenile Justice Council reserves the right to reject any or all proposals. The will not make a selection based solely on a cost basis. A review committee consisting of a small group of board members from the McLean County Juvenile Justice Council will review each proposal and may conduct follow-up interviews and/or request more information of the respondents. It is expected that this review committee will recommend a single proposal to the full membership of the Council. The McLean County Juvenile Justice Council will then work with the successful respondent to negotiate a detailed service agreement. Execution of that agreement will only take place if and when necessary funding is secured for the program. It is expected that a completed agreement will be executed no later than February 7th, 2013. 5.
