McLean County Criminal Justice Coordinating Council Executive Committee Meeting March 19, 2013 Present: Judge Elizabeth Robb, Judge Robert Freitag, Sheriff Mike Emery, Jason Chambers, Kim Campbell, Greg Allen, Lori McCormick and William Scanlon ISU Stevenson Center: Dr. Frank Beck Review of Strategic Plan Dr. Beck reviewed the mission statement developed on March 7. The mission statement was approved as drafted. There was discussion regarding the core values statements. The consensus was to reduce the verbiage of the core values to a few words each, with a fuller description below each value. The strategic planning document was then discussed. The consensus of the group was to retain the outcomes and tie each to action steps for the various committees. There was a review of the proposed four committees (plus the Executive Committee): 1. Best Practices 2. Data Management 3. Jail Utilization 4. Community Relations Membership of the committees was tabled for further consideration. ISU Stevenson Report Dr. Beck gave an overview of the data report through the end of February. He has finished the initial coding of the mental problem risk flag within the jail booking. This is entered by the arresting officer, and is sometimes overlooked, or there may be better flags within the intake process to indicated mentally ill inmates. There was a review of the bookings data, and placement data for persons who have differing classifications within the jail. Following discussion with the group and Greg Allen, Dr. Beck will be revising some of the tables and data utilized and produce a revised snap shot of the data for review.
