ADMINISTRATIVE ORDER 2009‐25 2010 McLEAN COUNTY JUDICIAL ASSIGNMENTS This order supersedes Administrative Order 2009‐08. The following assignments shall be in effect in the Circuit Court of McLean County of the Eleventh Judicial Circuit effective January 1, 2010, and shall continue in full force and effect until modified by subsequent Administrative Order: It is ORDERED that the Circuit Court of McLean County shall continue to be organized into three divisions as follows: Civil Division, Criminal Division, and Family Division with the Judges and cases assigned as set forth below: CIVIL DIVISION: Judge G. Michael Prall, Presiding Judge Judge Scott D. Drazewski Judge Rebecca S. Foley Judge Lee Ann S. Hill Judge Stephen R. Pacey Judge G. Michael Prall is assigned all Law cases presently assigned to him and 50% of all Law cases filed on and after January 1, 2010; all Chancery and Miscellaneous Remedy cases presently assigned to him and 50% of all Chancery and Miscellaneous Remedy cases, with the exception of extradition cases, MR cases involving expungement of criminal records and parental notification cases, filed on or after January 1, 2010; and all Eminent Domain, Municipal Corporation and Tax cases. It is further ORDERED that Judge Scott D. Drazewski is assigned all Law cases presently assigned to him and 50% of the Law cases filed on and after January 1, 2010; all Chancery and Miscellaneous Remedy cases presently assigned to him, and 50% of all Chancery and Miscellaneous Remedy cases, with the exception of extradition cases and parental notification cases, filed on and after January 1, 2010. It is further ORDERED that Judge Scott D. Drazewski is assigned all Probate cases presently assigned to him and all those filed after January 1, 2010, except those which, by interchange agreement of judges, are assigned to Judge Stephen R. Pacey. It is further ORDERED that Judge Lee Ann S. Hill is assigned all Law Minor, Small Claims and Mandatory Arbitration cases presently assigned to her, and all such cases filed on or after January 1, 2010. It is further ORDERED that Judge Rebecca S. Foley is assigned all Mental Health cases. It is further ORDERED that the Judges assigned to this Division are each assigned any Contempt of Court case arising out of a case assigned to the particular judge. ---PAGE BREAK--- Administrative Order 2009‐25 2010 McLean County Judicial Assignments CRIMINAL DIVISION: Judge Robert L. Freitag, Presiding Judge Judge Charles G. Reynard Judge J. Casey Costigan Judge Rebecca S. Foley Judge Lee Ann S. Hill Judge Paul G. Lawrence It is further ORDERED that Judge Robert L. Freitag is assigned all Criminal Felony cases presently assigned to him and 50% of all such cases filed on and after January 1, 2010. It is further ORDERED that Judge Charles G. Reynard is assigned all Criminal Felony cases presently assigned to him and 50% of all such cases filed on and after January 1, 2010. It is further ORDERED that Judge Paul G. Lawrence is assigned any Criminal Felony cases presently assigned to him and any Criminal Felony cases assigned to him by the Presiding Judge of the Criminal Division on or after January 1, 2010. It is further ORDERED that Judge Paul G. Lawrence is assigned all Ordinance Violation cases currently assigned to him and all such cases filed on and after January 1, 2010. It is further ORDERED that Judge Rebecca S. Foley is assigned all Driving Under the Influence and Major Traffic cases currently assigned to her, and all such cases filed on and after January 1, 2010. It is further ORDERED that Judge J. Casey Costigan is assigned all Order of Protection cases currently assigned to him, and all such cases filed on or after January 1, 2010. It is further ORDERED that Judge J. Casey Costigan is assigned all Criminal Misdemeanor cases currently assigned to him, and all such cases filed on and after January 1, 2010 and all MR cases involving the expungement of criminal records. It is further ORDERED that Judge Lee Ann S. Hill is assigned all Minor Traffic and Conservation Violation cases currently assigned to her and all such cases filed on or after January 1, 2010. All Associate Judges assigned to the Criminal Division are assigned to hear pre‐arraignment hearings on all Criminal Division cases (CF, CM, DT, TR, OV and OP). They further shall hear such other cases as may, from time to time, be assigned to them by the Presiding Judge of the Criminal Division, or by interchange agreement of said judges. It is further ORDERED that the Judges assigned to this division are each assigned any Contempt of Court case arising out of a case assigned to that particular judge. 2 ---PAGE BREAK--- Administrative Order 2009‐25 2010 McLean County Judicial Assignments 3 FAMILY DIVISION: Judge James E. Souk, Presiding Judge Judge Elizabeth A. Robb Judge Kevin P. Fitzgerald Judge David W. Butler It is further ORDERED that Judges James E. Souk is assigned all Dissolution cases presently assigned to him, and 50% of all Dissolution cases filed on or after January 1, 2010. It is further ORDERED that Judge James E. Souk is assigned all non‐IV‐D Family cases presently assigned to him and 50% of all such cases filed on and after January 1, 2010. It is further ORDERED that Judge David W. Butler is assigned all Dissolution cases presently assigned to him, and 50% of all Dissolution cases filed on or after January 1, 2010. It is further ORDERED that Judge David W. Butler is assigned all non‐IV‐D Family cases presently assigned to him and 50% of all such cases filed on and after January 1, 2010. It is further ORDERED that Judge Kevin P. Fitzgerald is assigned all Adoption cases, and all MR cases regarding parental notification. It is further ORDERED that Judge Kevin P. Fitzgerald is assigned all Juvenile and Juvenile Abuse cases. It is further ORDERED that Judge Elizabeth A. Robb is assigned all IV‐D Family cases. It is further ORDERED that Judge Elizabeth A. Robb is assigned all Juvenile Delinquency cases currently assigned to her, and all such cases filed on or after January 1, 2010. It is further ORDERED that the Judges assigned to this Division are each assigned any Contempt of Court case arising out of a case assigned to that particular judge. It is further ORDERED that the Marriage Division of the Circuit Court of McLean County previously constituted shall consist of all Judges currently assigned to the Circuit Court of McLean County.
