Request for Sealed Purchase Proposals McLean County Chamber of Commerce Building 210 S. East Street Bloomington, Illinois The County of McLean, a body corporate and politic, 115 E. Washington Street, Bloomington, Illinois, hereinafter referred to as “COUNTY”, owns the real estate located 210 S. East Street, Bloomington, Illinois, with improvements consisting of an approximately 6,000 square foot, two-story office building, commonly known as the Chamber of Commerce Building, bounded by Olive Street to the south, S. East Street to the west, and Albert Street to the east, hereinafter called the “Property.” This Property with improvements is being offered for sale in “as is condition” by sealed purchase proposals. Pre-Bid Inspection: The Property and improvements will be open for inspection by all interested bidders on the following dates and times: November 27, 2012 at 9:00 o’clock a.m. and at 2:00 o’clock p.m. and November 30, 2012 at 9:00 a.m. and 2:00 o’clock p.m. The Property and improvements will not be available for inspection before or after these dates. Deadline for Receipt of BIDS: The deadline for receipt of all bids is 2:00 p.m. December 12, 2012. Bids may be mailed or delivered to the Office of the McLean County Administrator, Room 401, Government Center, 115 E. Washington Street, Bloomington, Illinois. Those bids received prior to the stated expiration time for receipt of all bids will be publicly opened and read aloud in Room 400, Government Center, 115 E. Washington Street, Bloomington, Illinois. Every person who has delivered his bid as aforesaid shall have the right to orally increase his bid after the opening of all bids. No bid shall be considered after the stated expiration time for receipt of all bids. Right to Accept or Reject Bids: In accordance with Illinois law, the County reserves the right to accept or reject any or all bids for any reason, to waive informalities in the bidding process, and to award the purchase of the Property and improvements to an individual or entity as deemed most beneficial to the interests of McLean County. Bids shall be valid for at least sixty (60) days from date of deadline for receipt of bids. Earnest Money: Bids must include an earnest money cashier’s check, certified check, or certified bank draft in the amount of ten percent (10%) of the sealed bid made payable to the County of McLean. The balance of the purchase price shall be presented to the County at closing and upon receipt of deed. Submission of Bids: Bids shall be submitted on the bid form provided by the County in a sealed envelope. Bidders shall mark on the outside lower left hand corner of envelope “BID: McLean County Chamber of Commerce Building”. Bid forms can be obtained from the Office of the County Administrator, Room 401, 115 E. Washington Street, Bloomington, Illinois in writing or by calling (309) 888-5110, during the hours of 8:00 a.m. – 4:30 p.m., Monday through Friday or by going to the County website www.mcleancountyil.gov. ---PAGE BREAK--- Terms of Sale: Possession: Possession shall occur at closing. Cash Sale: This is a cash sale. Each bidder must be capable of paying cash on the day of the auction and at closing. Contract: The successful bidder will sign a contract to purchase the Property immediately following the close of bidding. Evidence of Title: County will provide the successful bidder with an Owner’s Policy of Title Insurance in the amount of the purchase price and will execute and deliver a recordable Warranty Deed providing merchantable title conveying the Property to Buyer. Disclaimer: The Property is being sold in an “As Is, Where Is, With All Faults” basis and no warranty, either express or implied, concerning the Property is made by County. Announcements made at the time of sale by County will take precedence over any previously printed material or any other oral statements made. Minimum Bid: Only bids in the amount of Two Hundred Thousand ($200,000.00) Dollars or more will be considered by County.
