McLean County Criminal Justice Coordinating Council Council Meeting - January 10, 2013 Chief Judge Elizabeth Robb welcomed all attendees. ISU Stevenson Center Report Dr. Frank Beck reviewed the case processing time report (time from booking to other case events). The first two pages of the report show changes in case processing time in which the booking occurred in the years 2007-2011. There is a break-out of the case processing time for all cases, and for just felony (CF) cases. Case processing times have decreased since 2008, and have stayed consistently lower for all years following 2008. He discussed the differences in case processing time for felony cases verses misdemeanor cases. Felony cases are processed more quickly through the first plea setting, then there are delays to sentencing. The reduced case processing time is attributable to the fact that virtually all CF cases have an attorney, and some of them are in custody, both factors reduce the amount of time to disposition. The increase in processing time for CF cases after plea is attributable to the need to conduct a pre-sentence investigation on virtually all CF cases, thus delaying sentencing by 45-60 days. Some of the delay in CF cases may be due to multiple jury trial settings, but the data will need some clean-up to determine if there are clear trends. There was discussion regarding the case processing time as it relates to race of the defendant. The case processing time for African-Americans is shortest among all races, but the data does not differentiate between those in custody and not in custody. That will be reviewed. The Executive Committee has asked for analysis of jail bed utilization for those defendants in custody pre-trial verses sentencing. There was a brief discussion on the methodology to be used. CJCC Strategic Planning The ISU Stevenson Center hosted a strategic planning session for the Executive Committee on November 16. There was extensive discussion regarding goals for the CJCC, committee structure changes and timelines for the goals. The Executive Committee is now prioritizing the action steps and providing feedback to Dr. Beck regarding the plan format. The next Executive Committee meeting will be February 13. National Institute of Corrections – Review of McLean County Jail Sheriff Mike Emery asked the NIC for a review of the jail population and the management of those who are mentally ill who are in custody. The NIC conducted an assessment from December 3-7. Members of the Jail, Health Department, NAMI representatives provided hundreds of pages of documentation for the review. The Sheriff's Office has the draft report, and has sent back to the NIC some comments and questions. A final report will be circulated to the CJCC membership. The final report includes recommendations on treatment, stabilization, follow-up care following release to become the focus of the release of the population. ---PAGE BREAK--- The McLean County Property Committee will be reviewing the report, and have already had a tour of the jail. Several proposals regarding remodeling are under consideration. Chief Judge Elizabeth Robb commented that sometimes we take for granted the level of cooperation available within this County, the transparency of the departments, and the willingness of the organization to work together to solve problems. New Judicial Assignments Judge Robb reviewed the changes in the judicial assignments.  Judge Thomas Harris (Logan County) has been appointed to the 4th District Appellate Court  J. Brian Goldrick was appointed as Associate Circuit Judge  Judge William Yoder has been reassigned to Logan County (4 days a week)  Judge Drazewski has been assigned to the Criminal Division  Judge Foley has been assigned to the Civil Division Attached is a new summary sheet for the 2013 assignments.
