Presentation to McLean County Criminal Justice Coordinating Council Frank D. Beck, Stevenson Center Ed Wells, Criminal Justice Sciences Illinois State University July 5, 2012 ---PAGE BREAK--- Restructuring of Data • In order to fully integrate jail stays for sentences, out-of-county warrants, and much more, we significantly restructured the manner in which the data are manipulated. • Working with files as large as 1 million records, the information now available for analysis includes bookings for New Charges, McLean County Warrants, Probation Violations, Out-of-County Warrants, and Sentences. • Think of the data file as a series of 0s and 1s for each day from January 1, 2007 through May 30, 2012. • Each row of 0s and 1s for each booking are linked with charge severity, number of charges, whether an alleged offense was violent or involved drugs, age (18 or over), sex, ethnicity, and more. • A world of possibilities is now open to us. Think of this as a tree trunk from which we can follow numerous branches trends in violent crime; whether a change in policy or legislation decreases or increases the number of people coming into the jail and how long they stay, or whether the total number of counts is related to the amount of time it takes a case to be resolved). ---PAGE BREAK--- 0 5000 10000 15000 20000 25000 30000 Qtr 3 Qtr 4 Qtr 1 Qtr 2 Qtr 3 Qtr 4 Qtr 1 Qtr 2 Qtr 3 Qtr 4 Qtr 1 Qtr 2 Qtr 3 Qtr 4 Qtr 1 Qtr 2 Qtr 3 Qtr 4 Qtr 1 Total Number of Beds Used Quarter Total Number of Beds Used by Charge Severity and Quarter (Q3 2007 to Q1 2012) Not Charged Other DUI Misdemeanors Class 4 Class 3 Class 2 Class M or X Class 1 2008 2009 2010 2011 ---PAGE BREAK--- 0 200 400 [PHONE REDACTED] 1200 1400 1600 Qtr 3 Qtr 4 Qtr 1 Qtr 2 Qtr 3 Qtr 4 Qtr 1 Qtr 2 Qtr 3 Qtr 4 Qtr 1 Qtr 2 Qtr 3 Qtr 4 Qtr 1 Qtr 2 Qtr 3 Qtr 4 Qtr 1 Number of Persons Quarters Number of Persons in the Jail by Charge Severity and Quarter (Q3 2007 to Q1 2012) Not Charged Other DUI Misdemeanors Class 4 Class 3 Class 2 Class M or X Class 1 2008 2009 2010 2011 ---PAGE BREAK--- 0 10 20 30 40 50 60 70 Qtr 3 Qtr 4 Qtr 1 Qtr 2 Qtr 3 Qtr 4 Qtr 1 Qtr 2 Qtr 3 Qtr 4 Qtr 1 Qtr 2 Qtr 3 Qtr 4 Qtr 1 Qtr 2 Qtr 3 Qtr 4 Qtr 1 Average Number of Beds Used Average Number of Beds Used by Quarter for Felonies (Q3 2007 to Q1 2012) Class 1 Class M or X Class 2 Class 3 Class 4 2008 2009 2010 2011 Quarters ---PAGE BREAK--- 0 2 4 6 8 10 12 14 16 18 Qtr 3 Qtr 4 Qtr 1 Qtr 2 Qtr 3 Qtr 4 Qtr 1 Qtr 2 Qtr 3 Qtr 4 Qtr 1 Qtr 2 Qtr 3 Qtr 4 Qtr 1 Qtr 2 Qtr 3 Qtr 4 Qtr 1 Average Number of Beds Used Quarters Average Number of Beds Used by Quarter for Non-Felonies (Q3 2007 to Q1 2012) Misdemeanors DUI Other Not Charged 2008 2009 2010 2011 ---PAGE BREAK--- 2008 2009 2010 2011 Not Violent/Not Drug 3066 2990 2758 2730 Violent/Not Drug 384 306 287 253 Not Violent/Drug 613 603 613 587 Violent/Drug 25 18 12 6 Number of Persons in the Jail by Violent and Drug Offenses by Year (2008-2011) ---PAGE BREAK--- 2008 2009 2010 2011 Not Violent/Not Drug 17 16 16 16 Violent/Not Drug 42 49 48 50 Not Violent/Drug 40 34 40 39 Violent/Drug 62 42 101 57 Average Number of Beds Used by Violent and Drug Offenses by Year (2008-2011) ---PAGE BREAK--- 2008 2009 2010 2011 Not Violent/Not Drug 53640 46805 44535 43942 Violent/Not Drug 15969 14921 13665 12742 Not Violent/Drug 24501 20803 24321 23082 Violent/Drug 1544 758 1207 343 Total Number of Beds Used by Violent and Drug Offenses by Year (2008-2011) ---PAGE BREAK--- Next Steps • Update the jail analysis above by month and quarter • Update case processing analysis as more 2011 cases are concluded • Conduct further analyses comparing violent and non-violent offenses • Merge ethnicity, age, and sex into the above • Examine whether the data can be compared to expectations for case- disposition ---PAGE BREAK--- Questions?
