McLean County Criminal Justice Coordinating Council – Executive Committee February 13, 2013 Present: Chief Judge Elizabeth Robb, Judge Robert Freitag, Kim Campbell, Jason Chambers, Lori McCormick, Greg Allen and William Scanlon ISU Stevenson Center: Dr. Frank Beck CJCC Strategic Plan Dr. Beck reviewed the planning document and notes from the strategic planning session. There was a review of potential models for structure of the document – the Sedgwick County, KS model was preferred. There are six central goals, but two (decision making that is driven by available data; evidence based practices in policy decisions) are better suited as part of the mission of the CJCC. There will be four proposed committees: o Jail Usage o Case Processing (time to disposition and other measures) o Community Education o Legislation Dr. Beck will look at potential mission statements and a brief history of the organization as the starting point for the strategic plan. The will be goals which are integrated with the functions of the committees listed above. There will be a meeting on Thursday, March 7 at 7:45 a.m. (Jury Room 5A) to discuss the mission statement. National Institute of Corrections Report on the McLean County Jail Sheriff Emery reviewed the status of the report. It has been distributed to all CJCC members. There have been on-going discussions with IL Department of Human Services about providing fitness restoration services within the MCJ, but space and resources are still under discussion. is an option under a new mental health programming model, but again, it will take a reallocation of resources and a new approach to certain cases. ---PAGE BREAK--- There was a long discussion of possible grant funding and funding agencies. The Executive Committee may approach certain personnel at Illinois State University to collaborate with grant writing and administration of an expanded mental health program. April CJCC Meeting Tentative Agenda: ISU Stevenson Center Data Report Review of progress in relation to the National Institute of Corrections Report Presentation of draft CJCC Strategic Plan Legislative Update Other William Scanlon and Judge Elizabeth Robb discussed a meeting with the County on February 12 regarding e-filing and new traffic citation models. This may become a part of the CJCC work. Rules amending the procedures for electronic transmission of citations are pending before the Illinois Supreme Court.
