Asbestos Containing Material (ACM) is defined as containing equal to or greater than 1% Asbestos. SUMMARY Thirty samples were tested 36 times for the presence or absence of Asbestos. Some samples may contain multiple layers that were tested separately by the analytical laboratory. ACM was NOT detected in the samples. The other types of asbestos are Amosite, Crocidolite, Tremolite, and Actinolite, they are all of the amphibole type. If a material contains 1% asbestos by weight or volume it is classified as asbestos containing material and is a regulated substance. Asbestos was and is still used in many products from fireproofing to floor tile. Asbestos is used to add strength to building materials and to help protect against fire damage. Background DESCRIPTION OF PROJECT: Determine if Potential Asbestos Containing Material (PACM) is present in the building areas. PHYSICAL DESCRIPTION: The site is a structure. The structure has a perimeter foundation with interior pier foundation. The structure has wood framing and a roof covered of fiberglass shingles materials. The interior has flooring over wood. Interior walls and ceiling consist of drywall with a spray applied texture materials. SUB-FLOORING TYPE: Wood-like PHOTOS: Included in report LAB-DATA: Included in report Scope The investigation included a walk-through inspection of visible and readily accessible* areas inside of the structure and adjacent areas including outside of the structure. EAQP personnel will not go into areas that are perceived to be injurious or dangerous to one’s health and well-being or potentially dangerous sampling methods are be used. SUMMARY Twenty-one samples were collected, two of the twenty-one samples contain lead (as defined by the lead paint regulations). Most of the paint surfaces have some type of damage. Have workers trained in lead paint removal complete the repairs and or demo of these areas. The building is currently unoccupied. The brick building has a metal roof with aluminum gutters and windows. The interior has plaster and drywall walls and plaster and drywall ceilings. There is water damage in a few areas. The windows have been replaced with metal windows and the interior has been modified and updated at different times in the past. There are areas of mold growth inside (bathroom areas) and back wall at stage. The exterior appears clean however the gutters and downspouts need work and there is a large tree on the front near entrance that is dying and may pose a risk to the building. Introduction This report serves as documentation for lead in paint testing performed by Environmental Air Quality Professionals, Inc. on April 10, 2024. Since the building is not a private home or a childcare facility the rules for Title 10 would not apply, should this change other rules and notifications may apply. Lead (Pb) based paint is defined as containing 0.5% Pb by weight (wt) or 5000ppm. If lead based paint is present >0.5% by wt. the regulation for worker protection 29 CFR 1926.62 would be in effect. Remediating the lead paint would require certified workers, remediation procedures and state notification procedures. EAQP always recommends proper PPE when working with paint containing any amount of lead. Scope The scope of this project is to test the building (certain areas) for potential lead-based paint containing materials and test the samples for the presences or absence of Lead. Potential lead-based paint samples were obtained from various surfaces within the building. The samples were analyzed for the presence of Lead. A report was prepared from this data. Body Twenty-one paint chip samples were obtained and 20 samples were analyzed by Flame AAS (SW 846 3050B*//7000B). The sample data is attached in the email. 7000b.pdf (epa.gov) The interior of the building was checked. The paint inside and outside of the building is in poor to good condition. Some of the areas have peeling and flacking painted surfaces, ceilings, walls and trim. The paint needs to be stabilized and the chips cleaned from all surfaces. Most of these areas appear to have been impacted by water. Conclusion Twenty-one samples were obtained and 20 samples were tested for the presence or absence of Lead2. The samples were sent to an independent lab for processing. Two (samples 1 and 2) of the Twenty-one samples contained lead. Beginning this fall, most home buyers and renters will receive known information on lead-based paint and lead-based paint hazards during sales and rentals of housing built before 1978. Buyers and renters will receive specific information on lead-based paint in the housing as well as a Federal pamphlet with practical, low-cost tips on identifying and controlling lead-based paint hazards. Sellers, landlords, and their agents will be responsible for providing this information to the buyer or renter before sale or lease. LEAD-BASED PAINT IN HOUSING Approximately three-quarters of the nation’s housing stock built before 1978 (approximately 64 million dwellings) contains some lead-based paint. When properly maintained and managed, this paint poses little risk. However, 1.7 million children have blood lead levels above safe limits, mostly due to exposure to lead-based paint hazards. EFFECTS OF LEAD POISONING Lead poisoning can cause permanent damage to the brain and many other organs and causes reduced intelligence and behavioral problems. Lead can also cause abnormal fetal development in pregnant women. BACKGROUND To protect families from exposure to lead from paint, dust, and soil, Congress passed the Residential Lead Based Paint Hazard Reduction Act of 1992, also known as Title X. Section 1018 of this law directed HUD and EPA to require the disclosure of known information on lead-based paint and lead-based paint hazards before the sale or lease of most housing built before 1978. WHAT IS REQUIRED Before ratification of a contract for housing sale or lease: ! Sellers and landlords must disclose known lead based paint and lead-based paint hazards and provide available reports to buyers or renters. ! Sellers and landlords must give buyers and renters the pamphlet, developed by EPA, HUD, and the Consumer Product Safety Commission (CPSC), titled Protect Your Family from Lead in Your Home. ! Home buyers will get a 10-day period to conduct a lead- based paint inspection or risk assessment at their own expense. The rule gives the two parties flexibility to negotiate key terms of the evaluation. ! Sales contracts and leasing agreements must include certain notification and disclosure language. ! Child- occupied facilities may include, but are not limited to, day care centers, preschools and kindergarten classrooms. Child-occupied facilities may be located in target housing or in public or commercial buildings. With respect to common areas in public or commercial buildings that contain child-occupied facilities, the child-occupied facility encompasses only those common areas that are routinely used by children under age 6, such as restrooms and cafeterias. Common areas that children under age 6 only pass through, such as hallways, stairways, and garages are not included. In addition, with respect to exteriors of public or commercial buildings that contain child-occupied facilities, the child-occupied facility encompasses only the exterior sides of the building that are immediately adjacent to the child-occupied facility or the common areas routinely used by children under age 6. Minor repair and maintenance activities: are activities, including minor heating, ventilation or air conditioning work, electrical work, and plumbing, that disrupt 6 square feet or less of painted surface per room for interior activities or 20 square feet or less of painted surface for exterior activities where none of the work practices prohibited or restricted by § 745.85(a)(3) are used and where the work does not involve window replacement or demolition of painted surface areas. Painted surface: means a component surface covered in whole or in part with paint or other surface coatings. Renovation: means the modification of any existing structure, or portion thereof, that results in the disturbance of painted surfaces, unless that activity is performed as part of an abatement as defined by this part (40 CFR 745.223). The term renovation includes (but is not limited to): The removal, modification or repair of painted surfaces or painted components modification of painted doors, surface restoration, window repair, surface preparation activity (such as sanding, scraping, or other such activities that may generate paint dust)); the removal of building components walls, ceilings, plumbing, windows); weatherization projects cutting holes in painted surfaces to install blown-in insulation or to gain access to attics, planing thresholds to install weather-stripping), and interim controls that disturb painted surfaces. A renovation performed for the purpose of converting a building, or part of a building, into target housing or a child-occupied facility is a renovation under this subpart. The term renovation does not include minor repair and maintenance activities. Renovator: means an individual who either performs or directs workers who perform renovations. A certified renovator is a renovator who has successfully completed a renovator course accredited by EPA or an EPA-authorized State or Tribal program.
