TITLE: Public Works Operator/Laborer DEPARTMENT: Public Works LOCATION: Gilbert, Iowa POSITION REPORTS TO: Parks and Streets Superintendent and/or Water/Wastewater Superintendent. NATURE OF WORK: Under the general supervision of the Superintendent, perform a variety of work; planning, operations, repair, maintenance, and replacements of City parks, streets, water and sewer facilities and systems. Employee must show fundamental knowledge of how to use the machinery and the general ability to follow instructions. MAJOR RESPONSIBILITIES: Essential Tasks: The employee is to assist the Superintendent in performing the following work as directed: Parks: 1. Maintain landscaping in order to beautify parks. 2. Mow and trim parks and other city facilities. 3. Assist with park maintenance projects. Streets: 1. Assist in snow removal from City streets and alleys; salt/sand intersections; trim trees in ROW and cleanup after storms. 2. Assist in performing maintenance of city streets, sidewalks, public infrastructure and facilities as directed. 3. Assist with repair, replace and maintenance of street signs and markers. Water: 1. Operate and maintain water plant; shut off water mains and curbstops when necessary. 2. Inventory meters and provide to residents/contractors as needed. 3. IDNR testing, sampling, and reports required. 4. Locate utilities for One Call. 5. Maintain elevated storage tank. 6. Assist in coordination and oversight of water main replacement; repair water mains; water leak detection. 7. Assist in maintenance of pumps and wells. 8. Read water meters; water meter data logging; hang disconnect notices; exercise valves; flush hydrants; shut off water connects as needed. Sewer: 1. Assist in maintaining lagoon area; maintain lift stations and blowers. 2. Clean sewer mains; access manholes. 3. Assist in coordination and oversight of sewer main replacement and lining. 4. IDNR testing, sampling, and reports as required. ---PAGE BREAK--- General: 1. Assist in maintenance of brush dump site. 2. Maintain equipment including: pickup(s), dump truck(s), backhoe, mower(s), hand tools, etc. 3. Assist in hanging holiday decorations. 4. Maintain OSHA safety programs. 5. Perform other public duties as may be required by proper authority and can be reasonably expected of an employee in the capacity. Skills: 1. Operate safely the maintenance and construction equipment, which may include, but is not limited to, pick-ups, dump trucks, backhoes, snow plows, mowers, saws, welders, and other equipment as needed. 2. Perform routine maintenance and repairs of equipment. 3. Ability to take initiative. 4. Ability to work independently with intermittent direct supervision. 5. Effective oral and written communication skills. 6. Ability to understand and carry out oral and written instructions. 7. Ability to establish and maintain effective working relationships with other employees. 8. Interact courteously with the public. 9. Problem-solving ability appropriate to the work abilities. 10. Load and unload heavy objects, materials and supplies as needed. 11. Ability to perform manual labor for extended periods of time often in inclement weather. 12. Perform job functions adhering to safety guidelines and policies set for by the administration and/or supervisor. 13. Attend training as directed by supervisor. Working Conditions: 1. Frequent requirements to lift, carry, push and pull greater than fifty (50) pounds. 2. Occasionally lifts, carries or otherwise moves and positions objects weighing up to seventy-five (75) pounds. 3. Typically bends, stoops and crouches on a regular basis to perform duties in all weather conditions. 4. Possible contact with potentially dangerous animals. Qualifications: 1. Must be 18 years of age or older. 2. Education – High School Diploma or equivalent GED. 3. Must have valid driver’s license. 4. Knowledge of traffic laws and regulations involved in equipment operations. 5. Knowledge of occupational hazards and safety precautions associated with the operation of tools and equipment. 6. General knowledge of tools and equipment, including hand/power tools, and electronic equipment. 7. Must participate in and be able to pass a drug and alcohol screening program. 8. Must be able to pass a background check. 9. Physical Requirements – Must be able to lift heavy objects weighing in excess of seventy (70) pounds on an occasional basis and carry, push, pull them up to ten (10) ---PAGE BREAK--- feet unassisted; be able to work in confined areas and occasionally from heights; must be able to stand, sit, listen, watch, crouch, stoop, kneel, bend, climb and balance for extended periods of time in all weather conditions. 10. Mental Requirements – Must have the ability to prioritize, plan and schedule a variety of activities in accordance with established deadlines; must be capable of performing under moderate to highly stressful conditions in a responsible and professional manner.
