APPROVED BY CITY COUNCIL: 6/10/2003 M/C – EXEMPT CITY OF FONTANA SUPERVISING TRAFFIC SYSTEMS SPECIALIST DEFINITION: Under the general supervision of the City Traffic Engineer, this position will provide technical supervision to traffic signal field crews and provides a wide-range of traffic signal modification and maintenance tasks such as designing and upgrading of traffic signal systems. ESSENTIAL FUNCTIONS: The incumbent must have the ability to:  Supervise, assign and direct the work of traffic signal field crews including training, assigning daily tasks, monitoring performance, answer technical questions and providing general assistance.  Provide technical guidance and supervision in the maintenance, repair and operation of electronic traffic control signals and equipment. Oversee the operations, modifications, upgrades and repairs of the Advanced Traffic Management System.  Assist in the consultant selection process and administer contract compliance for consultant services.  Develop and review specification for new or modified equipment including specification for intelligent transportations systems.  Provide recommendations on traffic signal equipment and system acquisitions. Analyze and test new software and equipment related to traffic system development.  Provide technical input on the design of traffic signals.  Identify and repair malfunctions reported by citizens, staff, or other agencies. Respond to emergency calls for traffic signal operation. Operate traffic signal repair truck, as needed.  Develop and update section procedures and standards.  Assist in the development and administration of the section budget.  Prepares reports and correspondence, maintain records and statistical data.  Communicate effectively both orally and in writing.  Establish and maintain cooperative-working relationships with those contacted in the course of work.  Perform any other tasks or functions deemed necessary to the daily operations of the employer THE ABOVE LIST OF ESSENTIAL FUNCTIONS IS NOT EXHAUSTIVE AND MAY BE SUPPLEMENTED AS NECESSARY BY THE EMPLOYER. WORKING CONDITIONS: This position requires sitting, standing walking and reaching, twisting, turning, bending, stooping, squatting and crouching in the performance of daily duties. Requires grasping, repetitive hand movement and fine coordination in preparing reports and using a computer keyboard and mouse. The need to lift, carry and push tools, equipment and supplies weighing up to 25 lbs is required. The need to use aerial equipment that lifts the employee a minimum of 25 feet above ground height is required. Employee must work in all weather conditions including wet, hot, cold and in the presence of fumes, dust, and other airborne contaminants. The position requires both near and far vision when inspecting ---PAGE BREAK--- SUPERVISING TRAFFIC SYSTEMS SPECIALIST Page 2 work and reading written material, as well as acute hearing when providing telephone service. EXPERIENCE AND TRAINING GUIDELINES: A combination of experience and training that would provide the required knowledge and abilities is qualifying. The employee must have knowledge of:  Considerable knowledge of the operation of traffic management and intelligent transportation systems.  Knowledge of contract management.  Knowledge of the principles of municipal purchasing procedures.  Knowledge of municipal budget preparation and administration.  Knowledge of the principles and procedures of supervision, training and motivation of employees. Experience: Five years electrical experience with traffic signals and intelligent transportation systems; including at least two years of field crew experience. Education: Equivalent to an Associates Degree in Engineering or Construction Science. License/Certificate: Possession of and continuously throughout employment, a valid California Driver’s License. Completion of the International Municipal Signal Association (IMSA) Levels I, II and II Traffic Signal Certification Program is highly desirable.
