APPROVED BY CITY COUNCIL: CH – NON-EXEMPT CITY OF FONTANA SENIOR PUBLIC WORKS INSPECTOR DEFINITION: Under general supervision, leads the work of Inspectors performing construction inspection for a variety of Public Works projects and subdivisions; performs related duties as required. ESSENTIAL FUNCTIONS: The employee must have the ability to:  Lead the work of inspection staff and inspect road irrigation and landscape inspection, mass grading and drainage, flood control, parks and construction work performed under contract to the City, including earth moving operations, placement of base materials, culvert construction, pouring of concrete and specialized facilities, and special projects.  Compute contractor work in progress, interpret and coordinate contract provisions with contractor.  Lead the work of construction staff and inspect sub-division construction work, including erection of concrete forms and false work, reinforcing street and fencing, and placement, consolidation, and curing of concrete.  Enforce compliance with plans, specifications, City standards and proper construction practices for work such as compaction over gas, water lines, sewer utility conduits, construction of storm drains, culvert flood control channels, catch basins, junction structures curbs, gutters, driveways and streets.  Stipulate corrections and repairs necessary before final acceptance is made.  Review traffic control plans.  Insure proper placement and maintenance of signs, barricades and warning devices.  Recommend acceptance of Public improvements in complete subdivisions.  Lead the work of construction staff and inspects adjacent properties for damage from construction activity.  Coordinate inspections with other City departments, as well as with consultant staff.  Perform slump tests, tests for continuity, meter resistance.  Check materials to ensure compliance with job specifications.  Make calculations in the field.  Assign and direct the work of inspection staff.  Discuss job progress with inspectors and ensure that inspections are performed according to City standards.  Train inspectors and assist in the evaluation of job performance.  Sets up and maintains inspection files, reviews soils report.  Writes letters to developers, contractors and engineers, issues stop works orders and documents on construction related matters.  Perform any other tasks or functions deemed necessary to the daily operations of the employer. THE ABOVE LIST OF ESSENTIAL FUNCTIONS IS NOT EXHAUSTIVE AND MAY BE SUPPLEMENTED AS NECESSARY BY THE EMPLOYER. ---PAGE BREAK--- SENIOR PUBLIC WORKS INSPECTOR Page 2 WORKING CONDITIONS: Position requires prolonged sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. Incumbents may be required to lift, carry and/or push objects weighing 25 pounds or more. The position requires near and far vision when inspecting work. Incumbents work in all weather conditions, use cleaning and lubricating chemicals which may expose the employee to fumes, dust and air contaminants, drive motorized vehicles and work around moving traffic. EXPERIENCE AND TRAINING GUIDELINES A combination of experience and training that would likely provide the required knowledge and abilities is qualifying. The employee must have the knowledge of:  Sewer laterals, clean-outs, air tests, inspection of traffic signal installations, erosion control measures,  Thorough knowledge of principles, methods, materials equipment and safety hazards of construction.  Applicable laws, regulations, codes and departmental policies governing the construction of public works projects and sub-division.  Mathematics including algebra, geometry and trigonometry.  Technical report writing and preparation of correspondence principles and practice of supervision and training, Experience: Three years of sub-professional engineering or journey level public inspection experience. Education: Two years of college level training in engineering construction, public works, or a related field. Licenses/Certifications: Possession of an appropriate California driver’s license and a satisfactory driving record. Possession of or ability to be certified/registered by recognized state, national, or international association of construction inspectors within one year of the hiring date.
