APPROVED BY CITY COUNCIL: CH – NON-EXEMPT CITY OF FONTANA SENIOR BUILDING INSPECTOR DEFINITION: Under general supervision from the Chief Building Inspector, performs a variety of commercial, industrial and complex residential building inspection duties at various stages of construction, alteration and repair; to provide functional and technical supervision to other inspection staff; and to provide information and assistance to the public. Exercises functional and technical supervision over building inspection staff. ESSENTIAL FUNCTIONS: The employee must have the ability to:  Make field inspections of industrial, commercial, and complex residential buildings during various stages of construction and remodeling to assure compliance with applicable codes and regulations of City, State and Federal agencies.  Perform complex inspection duties in trade specialties such as plumbing, electrical, mechanical, structural and finish trade areas.  Provide technical assistance and educational programs to other building inspection staff in area of assigned specialization.  Review electrical, mechanical, plumbing and other specialty plans and specifications to ensure conformance to California energy laws outlined in Title 24; conduct field review of plans and specifications; authorize changes in work procedures.  Ascertain conformance to Uniform Building, Mechanical, Plumbing and Electrical Codes, and pertinent provisions of State and County health and environmental ordinances.  Confer with architects, contractors, builders and the general public in the field and office; explain and interpret requirements and restrictions.  Issue permits for work to be performed.  Inspect foundation, concrete, steel, masonry and wood construction, framing, plastering, plumbing, heating, and electrical installations, and a large variety of other complex and routine building system elements.  Check stud, joist, rafter spacing and other structural member factors.  Examine grade, quality, and treatment of lumber, concrete, lath, wire and composition.  Ensure proper and safe installation of routine and complex building systems.  Coordinate inspection activities with other City departments and divisions.  Verify adherence to zoning and general land use regulations, and perform various code enforcement inspection work as assigned.  Maintain detailed records and prepare reports.  Perform any tasks or functions deemed necessary to the daily operations of the employer. THE ABOVE LIST OF ESSENTIAL FUNCTIONS IS NOT EXHAUSTIVE AND MAY BE SUPPLEMENTED AS NECESSARY BY THE EMPLOYER. WORKING CONDITIONS: Position requires prolonged sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. Incumbents may be required to lift, carry and/or push objects weighing 25 pounds or more. Incumbents work in all weather conditions, use cleaning and lubricating chemicals which may expose the employee to fumes, dust and air contaminants, drive motorized vehicles and work around moving traffic. EXPERIENCE AND TRAINING GUIDELINES A combination of experience and training that would likely provide the required knowledge and abilities is qualifying. The employee must have the knowledge of:  Accepted safety standards and methods of building construction for commercial, industrial and residential buildings.  Building related codes and ordinances enforceable by the City, including the Uniform Building, Electrical, Plumbing and Mechanical Codes.  Advanced principles and techniques of building inspection work.  Principles of structural design and engineering mathematics.  Research methods and sources of information related to building code enforcement. Ability to:  Apply technical knowledge and follow proper inspection techniques to examine workmanship and materials, and detect deviations from plans, regulations, and standard construction practices.  Read and interpret complex building plans, specifications, and building codes.  Understand and carry out oral and written directions.  Advise on standard construction methods and requirements for residential, commercial and industrial buildings.  Provide technical assistance and supervision to other building inspection staff in assigned area of specialization.  Make arithmetical computations rapidly and accurately.  Enforce necessary regulations with firmness and tact.  Determine that construction systems conform to City Code requirements.  Apply City codes and policies regarding zoning, environmental matters, and other regulations to field situations.  Work independently without supervision.  Communicate clearly and concisely, both orally and in writing.  Establish and maintain cooperative working relationships with those contacted in the course of work. Experience: Two years of responsible combination building inspection experience. Education: Equivalent to completion of the twelfth grade. Supplemented by specialized training in construction technology or a related field. Licenses/Certifications: Possession of, or ability to obtain, an appropriate, valid California driver’s license. Possession of, or ability to obtain, I.C.B.O. certification as a combination inspector is highly desirable.
