APPROVED BY CITY COUNCIL: CH – NON-EXEMPT CITY OF FONTANA ENVIRONMENTAL CONTROL TECHNICIAN DEFINITION: Under immediate supervision and following established methods and procedures, assists in the inspection and monitoring of Industrial, Commercial, Institutional, and Governmental establishments to ensure that waste discharged is in compliance with City ordinances, State and Federal mandates and processing capacity. Assists in City recycling projects, with the operation of City’s household hazardous waste collection center, and performs related duties as required. ESSENTIAL FUNCTIONS: The employee must have the ability to:  Under immediate supervision and guidance develops basic knowledge of industrial waste components in the wastewater.  Assist in conducting onsite inspections of industrial, commercial, and governmental establishments whose waste products may be potentially hazardous or deleterious if discharged into public sanitary sewer system without adequate pretreatment;  Learn basic characteristics of industrial wastewater;  Assist in the inspection of floor drains, sand traps, settling chambers, clarifies, neutralizing tanks, grease removal equipment and all other equipment used in control and disposal of industrial and commercial wastes;  Assist in the checking of volume content and temperature of industrial and commercial discharges into the sanitary sewers;  Sample industrial and commercial wastewaters by obtaining grab samples or through the use of automatic sampling equipment and composite samples; deliver samples to laboratory.  Assist in the review of laboratory results with Environmental Control.  Assist in the performance of field measurements of industrial/commercial wastewater flows.  Check for explosive and toxic gas in sewers and storm drains;  Maintain monitoring equipment; maintain records of inspection and monitoring activities;  Use and wear CAL-OSHA required safety equipment and adhere to all Department safety standards and procedures.  Operate Department vehicles; assist in operation of Household Hazardous Waste Center; assist in City recycling program;  Assist in stormwater management; may assist in development of city water distribution system;  Perform a majority of the program’s physical labor, and perform other related duties as required. THE ABOVE LIST OF ESSENTIAL FUNCTIONS IS NOT EXHAUSTIVE AND MAY BE SUPPLEMENTED AS NECESSARY BY THE EMPLOYER. WORKING CONDITIONS: Position requires prolonged sitting, standing, walking on level and slippery surfaces, reaching, twisting and turning while entering and exiting a motor vehicle or on foot within the City limits. Incumbents may be required to lift objects ---PAGE BREAK--- ENVIRONMENTAL CONTROL TECHNICIAN Page 2 weighing up to 40 pounds. The position requires near, far, and color vision. Incumbents work in all weather conditions. EXPERIENCE AND TRAINING GUIDELINES A combination of experience and training that would likely provide the required knowledge and abilities is qualifying. Incumbent must have the knowledge of:  Intermediate Mathematics  Appropriate safety precautions & procedures  Basic principles of public relations  Hazardous materials  Collection system/sanitary sewer/storm sewer Ability to: Perform physical labor associated with duties  Operate sophisticated monitoring equipment  Make accurate mathematical and statistical computations  Communicate effectively, both orally and in writing  Understand & carryout oral and written instructions  Establish and maintain effective relationships with those contacted in the course of work.  Ability to perform field analysis. Education: Graduation from high school or G.E.D. equivalent; completion of 30 semester units in environmental science, chemistry, biology, or microbiology is desirable. Licenses/Certificates: A valid Industrial Waste Inspection Grade I certificate by the California Water Pollutant Control Association, is desirable. Possession of a valid California Class III driver’s license is required.
