APPROVED BY CITY COUNCIL: CH – NON-EXEMPT CITY OF FONTANA ENVIRONMENTAL CONTROL SPECIALIST DEFINITION: Under general supervision, to investigate, inspect, and monitor circumstances and conditions involving private businesses, commercial, industrial, and governmental facilities to ensure that wastewater discharge is in compliance with City ordinance, Federal and State mandates, and within the Water Reclamation Facility’s treatment and processing capability to assist with programs of public relations and education for developing Community and user understanding and cooperation. EXAMPLE OF DUTIES: The Environmental Control Specialist I is the advanced working level in the advanced working level in the Environmental Protection series. Employees in this class assist in conducting onsite inspections of Industrial, Commercial, Governmental, and residential establishments. Lead supervision is exercised over assigned environmental control staff. ESSENTIAL FUNCTIONS: The employee must have the ability to: Assist in the inspection of floor drains, sand traps, clarifiers, neutralizing tanks, grease removal equipment and all other equipment used in the control and disposal of Industrial, Commercial wastes and wastewater. Assist in the monitoring of volume, content and temperature of industrial discharges into sewers. Assists in the sampling of Industrial and Commercial wastewater by obtaining grab samples or (through automatic equipment) composite samples. Reviews and assist in the analysis lab results and use judgement in the application of findings. Checks for explosive, toxic gas conditions in sewer and storm drain systems. Prepares and maintains accurate records of investigative activities findings and reports. Uses and wears Cal OSHA required safety equipment at all times, adheres to all Department safety standard and procedures. Assist in Federal Storm water program management. May assist in the City’s Code Enforcement section by responding to citizen complaints related to Hazardous Waste materials. Make accurate mathematical and statistical computations. Operate a vehicle observing legal and defensive driving practices. Certify as a water treatment operator. Establish and maintain cooperative working relationships with those contacted in the course of work. Communicate clearly and concisely, both orally and in writing. Employee must perform any other tasks or functions deemed necessary to the daily operations of the employer. Incumbents may be required to lift objects weighing up to 40 pounds. The position requires near, far, and color vision. Incumbents work in all weather conditions. EXPERIENCE AND TRAINING GUIDELINES A combination of experience and training that would likely provide the required knowledge and abilities is qualifying. The employee must have knowledge of: Restrictions required by applicable permits, ordinances, rules and regulations. Basic Public Relations techniques. Industrial discharge inspection techniques, including flow measurement, sampling and testing techniques. Requirements of City ordinances, State and Federal mandates governing the treatment, control, discharge, and disposal of industrial and commercial wastes. Toxicity effects of industrial wastes and toxicity testing. Specific pretreatment methods of specific pollutants. Appropriate safety precautions and procedures. Hazardous Materials handling, transporting storage, and disposal techniques. City collection system and storm sewer. Chain of custody procedures. Experience: One year of filed experience in industrial discharge inspections. Education: Two years college coursework in chemistry, environmental science or closely related field is desirable. Licenses/Certifications: Possession of a valid California Driver’s License. Grade I Industrial Waste inspector certification issued by the California Water pollution Control Association within 24 months of hire date is required.
