APPROVED BY CITY COUNCIL: 2/24/2015 YARD – NON-EXEMPT CITY OF FONTANA WELDER DEFINITION: Under general direction, performs a full range of welding and fabrication work; and to repair broken equipment, pipes, plates, and tools as necessary. ESSENTIAL FUNCTIONS: The employee must have the ability to: Perform a variety of skilled welding, cutting, brazing and soldering to fabricate tools and parts to support the repair of City vehicles and equipment. Prepare, measure, lay out and shape surfaces to be welded or fabricated; read blueprints to determine measurements for layouts. Fabricate parts and other equipment as assigned to completion; work from a variety of blueprints and sketches. Operates equipment and power tools, including arc and gas welding equipment, plasma cutter, grinder, sanders, lathes, and saws. Review work orders and assesses equipment, time, and materials required for each task; orders all materials to complete assignment. Maintains shop inventory and equipment and supplies in a clean and orderly manner. Maintain records of work performed. Perform repairs and fabrications in the shop and at remote locations using portable welding equipment. Ensure adherence to safe work practices and procedures. Set up traffic control and secure traffic to protect workers during repairs. May exercise functional supervision over assigned maintenance staff as needed. Perform work in emergency situations as required. Respond to requests and inquiries from the general public. Understand and carry out oral and written instructions. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective relationships with those contacted in the course of work. Perform any tasks or functions deemed necessary to the daily operations of the employer. THE ABOVE LIST OF ESSENTIAL FUNCTIONS IS NOT EXHAUSTIVE AND MAY BE SUPPLEMENTED AS NECESSARY BY THE EMPLOYER. WORKING CONDITIONS: Position requires prolonged sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. Incumbents may be required to lift, carry and/or push objects weighing 50 pounds or more. The position requires near and far vision when inspecting work. Incumbents work in all weather conditions, use cleaning and lubricating chemicals which may expose the employee to fumes, dust and air contaminants, drive motorized vehicles, heavy equipment and work around moving traffic and often works with constant interruptions. The incumbent is also required to climb ladders, use power and noise producing tools and equipment. ---PAGE BREAK--- WELDER Page 2 EXPERIENCE AND TRAINING GUIDELINES A combination of experience and training that would likely provide the required knowledge and abilities is qualifying. KNOWLEDGE OF: Methods, materials, equipment and tools used in welding and fabrication work. Operating and repair characteristics of the entire range of City owned light and heavy equipment. Various metals and their characteristics and methods of cutting and shaping them. Safe work practices. Safe driving principles and practices. SKILLS: Operate and maintain metal working and welding equipment. Operates equipment and power tools, including but not limited to: arc welding, and gas welding equipment; plasma cutter, grinder, sander, hammer drill, drills, and reciprocating saw. ABILITY TO: Perform skilled welding and fabricating work with accuracy and speed. Design metal work specifications. Read and interpret graphic representation of work to be done. Accurately determine material and/or equipment needed for repair job and estimate time of repairs. Work independently in the absence of supervision. Use and operate hand tools, mechanical equipment, and power tools and equipment required for the work in a safe and efficient manner. Read and interpret blueprints and other written material. EXPERIENCE: Three to five years of welding and fabricating experience. EDUCATION: Equivalent to a high school diploma supplemented by courses in welding. LICENSE OR CERTIFICATE: Possession of a valid California Class B (or higher) driver’s license with appropriate endorsements. Certificate in structural welding is required.
