APPROVED BY CITY COUNCIL: 10/22/2013 CH – NON-EXEMPT CITY OF FONTANA (IT) GIS ANALYST DEFINITION: Under general direction, provides technical expertise in Geographic Information Systems (GIS) technology. Develops databases and creates, analyzes, and processes spatial and non-spatial data. Performs application design, programming, modeling and support of computer-based GIS mapping and related statistical software. ESSENTIAL FUNCTIONS: The incumbent must have the ability to: Implement, install, and configure GIS applications on City infrastructure platforms. Analyze data and perform complex GIS analysis of problems. Design and develop complex geo-processing tools, Web Mapping Services and Geo-processing Services. Analyze project proposals; identify omissions and errors in requirements; conduct feasibility studies; recommend optimum approaches and develop GIS application designs for approved projects. Guide users in formulating requirements; advise on alternatives and on implications of new or updated GIS software and applications. Document, design, code and test GIS models, web-based mapping solutions and GIS applications; design and carry out GIS procedures, both simple and complex; use scripting tools for data creation, analysis, conversion and transfer, graphic production and project reporting. Maintain currency of knowledge with respect to relevant state-of-the-art GIS technology and related hardware, software and processes. Perform any other tasks or functions deemed necessary to the daily operation of the employer. WORKING CONDITIONS: In the performance of daily activities, this position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, and bending; the ability to push, pull, drag and/or lift up to 25 pounds; normal manual dexterity and hand/eye coordination; repetitive hand movement using a computer keyboard and mouse; corrected vision to normal range; acute hearing; written and oral communication; use of standard office equipment such as computers, telephones, printers, and copiers; frequent contact with other staff. EXPERIENCE AND EDUCATION REQUIREMENTS: The successful incumbent will possess a minimum of five years GIS experience OR a Bachelor’s Degree from an accredited college or university with major coursework in Geographic Information Systems (GIS), geography or a closely related field, and a minimum of two years applicable experience. Additionally, the incumbent must have: Experience and training on the City’s GIS platform and related systems (currently ESRI GIS software - ArcGIS for server, ArcGIS Online and ArcGIS for Desktop). ---PAGE BREAK--- APPROVED BY CITY COUNCIL: 10/22/2013 CH – NON-EXEMPT Advanced scripting skills in the City’s standard programming languages and tools. Strong interpersonal and communication skills and the ability to work with a wide range of constituencies in a diverse community. Thorough understanding of Geographic Information Systems, statistical, mathematical, and computer science theory, methodology and technical solutions. Evaluation and interpretation knowledge of end user information requirements and the ability to develop and implement appropriate technical solutions. Skills in the use and programming of relational databases such as MS Access, Excel and SQL. Ability to apply web-based technologies to multi-disciplinary projects within specified time constraints. Expertise in designing and implementing web-based, two-tier and three-tier client applications is a plus. LICENSES/CERTIFICATES: Possession of, and continuously throughout employment, a valid California Class Driver’s License.
