Working Without permit: Anyone performing work without a permit shall be charged triple the amount of the original permit and inspection fees for the first offense. For the second offense the penalty shall be quadrupled. Further violations may result in civil prosecution as damage to public property. 12. Non-Profit Utilities Any non-profit utility shall be required to obtain a permit but is exempt from the above permit and inspection fees except for non-City performed testing and inspection. 13. For-Profit Utilities Any for-profit utilities regulated by Public Utilities Commission shall be exempt from the bonding requirements contained in Section 9.01.07 of the City of Fernley Code and shall further be exempt from paying a square foot charge for excavations on unimproved road/street sections. 14.
