FPC Meeting Date: WEDNESDAY, February 11, 2009 1. APPROVAL OF MINUTES FOR JANUARY 14, 2009 This item was APPROVED by a vote of 6-0-0. 2. APPROVAL OF AGENDA. NO action was taken on this item. 3. PUBLIC INPUT. Items not agendized for this meeting cannot be acted upon other than to place them on future agendas. 4. UNFINISHED BUSINESS 4. A. Address review and approval of Planning Commission By-laws. A motion to accept the Rules and Procedures as presented with corrections was APPROVED by a vote of 6-0-0. 5. PUBLIC HEARING: 5.A. ADDRESS SPECIAL USE PERMIT APPLICATION SUP 09-20 FOR PROPOSED MINING OPERATIONS BY THE NEVADA CEMENT COMPANY LOCATED IN FERNLEY, NEVADA ON BUREAU OF LAND MANAGEMENT (BLM) PROPERTY IN SECTION 28, TOWNSHIP 20 NORTH AND RANGE 24 EAST. THE PROCEDURE WILL INCLUDE THE EXTRATION OF EARTHEN MATERIAL (SILICA) BY MINING DIRECTLY FROM THE EXPOSED POZZOLAN DEPOSITS BY SURFACE METHODS; OWNER BUREAU OF LAND MANAGEMENT; LOCATED AT 695 SAGE DRIVE; APN 21-161-07 (Provide recommendation to City Council). After much discussion and public input, a motion to approve Special Use Permit SUP 09-20 was APPROVED by a vote of 6-0-0. 5.B. ADDRESS SPECIAL USE PERMIT APPLICATION SUP 09-24 FOR THE FERNLEY-LASSEN RAILWAY TRAIN DEPOT REHABILITATION. THE DEPOT WILL BE AN INTERPRETIVE CENTER FOCUSING ON THE HISTORICAL DEPOT AND SURROUNDING ANCILLARY BUILDINGS AND FEATURES; OWNER CITY OF FERNLEY; LOCATED AT 675 EAST MAIN STREET; APN 21- 103-18 (Provide recommendation to City council). This item was APPROVED by a vote of 5-1-0 Clegg opposed. ADDRESS INPUT FROM THE PUBLIC INTO THE TYPES OF ACTIVITIES SUBMITTED FOR ECONOMIC DEVELOPMENT SET ASIDE FOR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS BY THE CITY OF FERNLEY. This item was removed at the request of Community Development Director Fred Turnier. 6. CHAIR AND COMMISSION ITEMS: (Unless otherwise listed with a topic description, this portion of the agenda is limited to announcements, discussion of items proposed for action at future meetings, and reports on planning issues and/or activities or organizations in which individual members may be involved.) 6.A. Address vacancy on Capital Improvements Advisory Committee. It was decided via CONSENSUS to not fill this vacancy until the Transportation and Land Use Elements of the Comprehensive Plan were address and the City Council took action to move forward with the Capital Improvement Plan Advisory Committee 6.B. Appoint alternate to Subcommittee Board. There was CONSENSUS to appoint Bob Smith to the Subcommittee to fill the vacancy and keep the Planning Commission as a whole as an alternate, if needed. 7. DIRECTOR’S ITEMS (Unless otherwise listed with a topic description, this portion of the agenda is limited to announcements, discussion of items proposed for action at future meetings, and reports on planning issues and/or activities of organizations in which individual members may be involved.) 7.A. Address recognition of Mr. Bert McCoy’s years of service to the City of Fernley as Planning Commissioner. NO action was taken on this item. Mayor Cutler recognized Mr. Bert McCoy’s years of service and presented him with a plaque. 7.B. Report on Previous Planning Commission items. NO action was taken on this item. 7.C. Development Code update. NO action was taken on this item. 7.D. Address staff report format and presentations. NO action was taken on this item. Some changes would be made to the Staff report including a better description of the City’s fiscal impact and revisions to make the report flow better. The Commission requested that Staff Reports be available no later than 5:00pm on Friday before a meeting and that Staff give a brief (two to three minute) overview of applications when introducing them. ---PAGE BREAK--- 02/11/2009 FPC SUMMARY Page 3 of 3 7.E. Report on publically owned lands within the City Boundaries of the City of Fernley and requesting direction on process to update Zoning and Comprehensive Plan changes for these parcels. NO action was taken on this item. Staff would be coming back to the Planning Commission with recommendations for City owned zoning and land use designation changes followed by recommendations for other public entities. 8.
