Meeting: Monday, June 13, 2011 Chairman’s statement: “To avoid meeting disruptions, please place cell phones and beepers in the silent mode or turn them off during the meeting. Thank you for your understanding.” 3:30 p.m. OPEN MEETING – PLEDGE OF ALLEGIANCE 1. ROLL CALL. There were no absences. 2. APPROVAL OF THE AGENDA. A motion to approve agenda was APPROVED by the following vote: 5-0-0 3. APPROVAL OF THE MINUTES -05/19/2011 A motion to approve minutes with one correction was APPROVED by the following vote: 4-0-1, Nolan abstained. 4. *PUBLIC INPUT: LIMITED TO ITEMS THAT DO NOT APPEAR ON THE AGENDA. There was no public input. 5. *REPORTS BY CITY STAFF - UPDATES ON PREVIOUS AWARDS, AMOUNT OF FUNDING AVAILABLE FOR GRANT APPLICATION AWARDS. No action was made on this item. 6. REVIEW, DISCUSSION, AND POSSIBLE ACTION ON GRANT APPLICATIONS SUBMITTED FOR JULY – DECEMBER GRANT CYCLE: 22ND ANNUAL FERNLEY JUNIOR RODEO – FERNLEY JUNIOR RODEO ASSOCIATION Board Member Prichard made a motion to fund 22nd Annual Fernley Junior Rodeo for $4,500. Board Member McKay seconded the motion. The motion carried as follows: 4-0-1, Board Member Chaffin opposed. Board Member Prichard seconded the motion. The motion carried as follows: 3-0-2, Chaffin and Nolan opposed. POST CARD SCHEDULE OF EVENTS 2011– FERNLEY ARTS AND CULTURE COMMISSION Board Member Prichard made a motion to fund Post Card Scheduled of Events 2011 for $500. Board Member Chaffin seconded the motion. The motion carried as follows: 5-0-0. SUMMER GARDEN CONCERT SERIES – FERNLEY ARTS AND CULTURE COMMISSION Board Member Prichard moved to grant Summer Garden Concerts Series for $1,000 for advertising. Board Member Nolan seconded the motion. Board Member Prichard withdrew her motion. Nolan withdrew her second. Board Member Prichard made a motion to fund Summer Garden Concerts Series for $1,500. Board Member Nolan seconded the motion. The motion carried as follows: 5-0-0. FERNLEY MULTI-CULTURAL FESTIVAL Board Member McKay moved to deny application. Motion FAILED for the lack of second. Board Member Prichard moved to grant applicant for $2,500, which is less than the last year request. Board Member Nolan seconded the motion. The motion carried as follows: 3-0-2, Chaffin and McKay opposed. FERNLEY VAQUERO DAYS AND SENIOR PRO RODEO - FERNLEY CHAMBER OF COMMERCE Board Member Prichard made a motion to fund Fernley Vaquero Days for $15,000. Motion FAILED for the lack of second. Chairwoman Skinner made a motion to fund Fernley Vaquero Days for $20,000. Board Member Chaffin seconded the motion. The motion carried as follows: 4-0-1, Prichard opposed. WEBSITE ENHANCEMENTS – FERNLEY CHAMBER OF COMMERCE Board Member Prichard made a motion to deny Website Enhancement application. Board Member Skinner seconded the motion. Board Member McKay asked to reconsider the motion. Board Member Prichard withdrew motion to deny application. Second was withdrawn. Board Member Prichard made a motion A) to submit an evaluation form for marketing grant; B) bring more information on the enhancement of the web site for November meeting. Board Member Skinner seconded the motion. Board Member Prichard withdrew her motion. Chairwoman Skinner withdrew her second. ---PAGE BREAK--- Board Member Chaffin made motion to set aside $2,500 for Website Enhancement application. Board Member Nolan seconded the motion. The motion carried as follows: 4-0-1, Prichard opposed. FRIGHTMARE MANSION Board Member Prichard made a motion to deny application since the Board does not fund individual citizens. Board Member McKay seconded the motion. The motion carried as follows: 5-0-0. PYRAMID LAKE BROCHURE PRINTING – PYRAMID LAKE PAIUTE TRIBE Board Member Prichard made a motion to approve $2,000 request for Printing Pyramid Lake Brochure. Board Member Nolan seconded the motion. Discussion followed that PLPT brochure should include advertising for Fernley as well. Board Member McKay asked to amend the motion from $2,000 to $1,500. Board Member Prichard withdrew her motion. Board Member Nolan withdrew second. Board Member Prichard made a motion to fund Pyramid Lake Brochure Printing for $1,500. Board Member Skinner seconded the motion. The motion carried as follows: 5-0-0. SACRED VISIONS POW-WOW MARKETING - PYRAMID LAKE PAIUTE TRIBE Board Member Prichard made a motion to fund Sacred Visions Pow-Wow Marketing for $1,000. Board Member McKay seconded the motion. The motion carried as follows: 5-0-0. 7. DISCUSSION AND POSSIBLE ACTION REGARDING ANNUAL PRE- NATIONAL AND NATIONAL – NEVADA OLDTIMERS MOTOCROSS ASSOCIATION THAT WAS SUBMITTED AFTER THE GRANT CYCLE DEADLINE. Board Member Prichard made a motion to hear and allow this application to be heard. Board Member Chaffin seconded the motion. The motion carried as follows: 5-0-0. Board Member McKay made a motion to fund OldTimers Motocross Association for $4,000. Board Member Prichard seconded the motion. The motion carried as follows: 4-0-1, Chaffin opposed. 8. *REPORTS BY BOARD MEMBERS. There were no action taken on this item. 9. ADJOURNMENT. Meeting adjourned at 7:43pm.
