PRESENTATION ON CURRENT CONDITION OF THE WATER INFRASTRUCTURE, MAINTENANCE RESPONSIBILITIES AND FUNDING CONCERNS. No action was taken on this item. 10. DISCUSSION AND POSSIBLE ACTION TO DIRECT STAFF TO LOOK INTO BOND DEBT OPTIONS. 1. DISCUSSION AND POSSIBLE DIRECTION TO STAFF TO MOVE FORWARD WITH DEVELOPING A WATER BOND DEBT FEE FOR EXISTING WATER UTILITY CUSTOMERS AND FOR ANY RESIDENTIAL OR COMMERCIAL LOT WITH COMMITTED WATER WILL-SERVES IN ORDER TO RECOVER THE ANNUAL WATER BOND DEBT SERVICE, AND POSSIBLE DIRECTION TO STAFF TO ASSESS MODIFICATIONS TO THE EXISTING WATER RATE STRUCTURE TO REFLECT THE ANNUAL OPERATING AND CAPITAL EXPENDITURES, RESERVE FUND BALANCE REQUIREMENTS, AND ANNUAL DEPRECIATION. A Motion to extend the meeting past 10:00 pm until a decision is reached on Item #10 and discuss Item #11 followed by adjournment was APPROVED by a vote of 3-2- 0. Direct staff to move forward with developing a Water Bond Debt Fee not to exceed $44.00 for the existing water utility customers and any residential or commercial lot with committed water will-serves in order to recover the entire annual water bond debt service, and direct staff to assess possible modification to the existing water rate structure to reflect the annual operating and capital expenditures, reserve fund balance requirements, and annual depreciation was APPROVED by a vote of 3-2-0. 2. DISCUSSION AND POSSIBLE DIRECTION TO STAFF TO MOVE FORWARD WITH SELLING FERNLEY UTILITES INCLUDING BUT NOT LIMITED TO WATER AND WASTEWATER COLLECTION TREATMENT AND DISPOSAL FACILITIES AND OTHER MATTERS PROPERLY RELATED THERETO. This item DID NOT move forward. 3. DISCUSSION AND POSSIBLE DIRECTION TO STAFF TO REGARDING A POSSIBLE REFINANCING OF THE 2007 & 2008 GENERAL OBLIGATION WATER & SEWER BOND. A motion to direct the City Finance Director to contact the bond holders for additional information on this option was approved by a vote of 5-0-0. ---PAGE BREAK--- 03/04/2012 FCC Page 3 of 4 4. DISCUSSION AND POSSIBLE DIRECTION TO STAFF TO EXPAND THE FERNLEY WATER SERVICE BOUNDARY. A motion to direct the City Manager and staff to continue to look into this option was APPROVED by a vote of 5-0-0. 11. DISCUSSION AND POSSIBLE ACTION TO DIRECT STAFF TO INITIATE A BUSINESS IMPACT STATEMENT COLLECTION WATER BOND DEBT FEE. A motion to direct staff to prepare a Business Impact Study related to Item #10 was APPROVED by a vote of 3-2-0. 12. DISCUSSION AND POSSIBLE ACTION TO ADOPT RESOLUTION 12-005 TO MODIFY SECTION 11.0 OF THE CITY OF FERNLEY PUBLIC WORKS DESIGN STANDARDS REGARDING THE REQUIREMENT OF ALTERNATIVE WATER SYSTEMS FOR NEW DEVELOPMENTS. This item was continued. 13. DISCUSSION AND POSSIBLE PROPOSAL OF BILL #176 AS AN ORDINANCE AMENDING FERNLEY MUNICIPAL CODE TITLE 1, CHAPTERS 7 AND 8, ABOLISHING THE SEPERATE OFFICES OF CITY CLERK AND CITY TREASURER AND CREATING THE OFFICE OF CITY CLERK/CITY TREASURER. This item was continued. 14. DISCUSSION AND POSSIBLE ACTION TO APPROVE THE MAYOR’S APPOINTMENT OF MEL DROWN, CITY TREASURER AS THE INTERIM CITY CLERK/CITY TREASURER UNTIL THE MAYOR MAKES A PERMANENT APPOINTMENT TO THE NEWLY CREATED POSITION. This item was continued. 15. DISCUSSION AND POSSIBLE DIRECTION TO STAFF TO HOLD A SPECIAL MEETING ON OR BEFORE APRIL 16TH 2012 TO APPROVE THE TENTATIVE BUDGET FOR SUBMISSION TO THE STATE DEPARTMENT OF TAXATION. This item was continued. 16. REPORTS. This item is for various public entity representatives to provide general information to the Council and public. No action will be taken. A.
