After discussion regarding findings for denial, a motion to recommend denial of the Master Plan Amendment based on the factual findings noted in the Staff report, the introduction of new housing, and the finding that it was spot zoning was APPROVED by a vote of 5-2-0 Clegg and Maxwell opposed. 5.
