APPROVAL OF THE AGENDA This item was APPROVED with slight modification to the order of agenda items by a vote of 4-0-1 Chaffin absent. 3. APPROVAL OF THE MINUTES OF JULY 19, 2010 This item was APPROVED by a vote of 4-0-1 Chaffin absent. 4. *PUBLIC INPUT NO action was taken on this item. 5. *REPORTS BY CITY STAFF NO action was taken on this item. 6. * REPORTS BY BOARD MEMBERS NO action was taken on this item. Board Member Chaffin arrived at 2:41pm 7. DISCUSSION AND POSSIBLE ADOPTION OF BY-LAWS FOR THE FCTA BOARD A motion to change the meeting date from the third Monday to the second Monday and to include language in Article 8, Section 1. Sub-section A: Representation to the City Council by the Board must be approved by a majority vote of the FCTA Board was APPROVED by a vote of 5-0-0. 8. DISCUSSION AND POSSIBLE CONSIDERATION OF LYON COUNTY ROOM TAX BOARD’S REQUEST TO MOVE MEETING DATES A motion DENYING the request as submitted by Lyon County was APPROVED by a vote of 5-0-0. 9. REVIEW, DISCUSSION, AND POSSIBLE ACTION ON GRANT APPLICATIONS SUBMITTED FOR JULY- DECEMBER CYCLE (APPLICATIONS WILL BE HEARD IN ALPHABETICAL ORDER): ART EXPO & GALA—EAST VALLEY ELEMENTARY SCHOOL; A motion to grant the East Valley Elementary School request for ---PAGE BREAK--- $1,670 was WITHDRAWN before a vote was taken. A motion to TABLE the application to the December meeting, provided the applicant be present and take measures to invite participation from other local schools was APPROVED by a vote of 5-0-0. FERNLEY ART, HOME & GARDEN “CHRISTMAS” TOUR; A motion to DENY funding the Fernley, Art, Home & Garden Christmas Tour was APPROVED by a vote of 5-0-0. MARKETING GRANT—FERNLEY CHAMBER OF COMMERCE; A motion to delay this application to the next meeting date (December 13th) and request that the applicant provide mock ups of ads and advertising quotes in magazines looking to advertise in FAILED by a vote of 2-3-0 Chaffin, Nolan, opposed. A motion to grant the Fernley of Chamber in the amount of $5,000 for marketing, with the intention of seeing some ideas and some more detailed cost as to what kinds of advertising would be (paid for with these funds) was APPROVED by a cote of 3-2-0 Prichard and Skinner opposed. WEBSITE ENHANCEMENT—FERNLEY CHAMBER OF COMMERCE; A motion to DENY this application at this time was APPROVED by a vote of 3-2-0 Chaffin and Nolan opposed. 10. DISCUSSION AND POSSIBLE ACTION TO SPONSOR FERNLEY FOURTH OF JULY ACTIVITIES A motion to fund the Fourth of July Committee (as an event sponsor) in the amount of $8,000 was APPROVED by a vote of 5-0-0. 11. DISCUSSION AND POSSIBLE ACTION ON REQUEST BY FERNLEY CHAMBER OF COMMERCE TO SPONSOR FERNLEY VAQUEROS DAYS IN THE AMOUNT OF $6,000 A motion to sponsor the Chamber of Commerce Vaquero Days in the amount of $4,000 was approved by a vote of 3-2-0 Chaffin and opposed. 12. FUTURE AGENDA ITEMS Future agenda items included: Discussion and Possible Action to Possibly Modify the FCTA Grant Guidelines to limit the number of funding requests; Discussion & Possible Action to Possibly Modify the FCTA Grant Guidelines to Address How Requests for Funding over Multiple Quarters Should be Handled; Discussion & Possible Action on Request to be Added to Missoula Children’s Theatre Schedule 13.
