ROLL CALL. Councilman Martin was absent. Councilman Martin arrived at 6:19pm. 2. PUBLIC INPUT. Public comment is limited to five minutes per person. Items not agenized for this meeting cannot be acted upon other than to place them on future agendas. NO action was taken on this item. 3. PUBLIC HEARING: 3.A. ADDRESS FIRST PUBLIC HEARING FOR COMPASS’ COMMUNITY DEVELOPMENT BLOCK GRANT APPLICATION FOR A FEASIBILITY STUDY FOR A BOYS AND GIRLS CLUB IN FERNLEY. A motion to sponsor the Community Development Block Grant Application for a feasibility study for a boys and girls club was APPROVED by a vote of 5-0-0. 3.B. ADDRESS COMMUNITY DEVELOPMENT BLOCK GRANT APPLICATION FOR INFRASTRUCTURE (CURB, GUTTER, SIDEWALK) IMPROVEMENTS ALONG HARDIE LANE IN FERNLEY. A motion to support CDBG grant application for curb gutter and sidewalk improvements along Hardie Lane in Fernley was APPROVED by a vote of 5-0- 0. 4. ADDRESS MAYOR AND COUNCIL APPOINTMENTS TO THE AUDIT COMMITTEE. A motion to approve Francis Hoffman for Audit Committee was APPROVED by a vote of 5-0-0. A motion to approve Jessica Steiner for Audit committee was APPROVED by a vote of 5-0-0. 5. ADDRESS PRESENTATION OF CITY MANAGER’S RECOMMENDED FY 09-10 BUDGET. ---PAGE BREAK--- 09-05-12 Budget Workshop SUmmary of Action FCC - Page 2 of 3 City Manager Greg Evangelatos presented a proposal for Council approval for community support programs. Rob Hooper, Northern Nevada Development Authority Executive Director, talked about the benefits of maintaining membership with NNDA and answered questions. David Frasier, Executive Director of Nevada League of Cities, provided overview of membership benefits and answered question. A motion to accept community support programs budget as presented by City Manager with the following modifications/line-items: • Lyon Council on Alcohol and Other Drugs Agency -$5,000 • Fernley Fourth of July - $13,500 • Lyon County Emergency - $2,000 • NNDA -$0.00 • Nevada Rural Counties RSVP - $4,000 • WNDD - $1,500 • EDAWN - $500 • Neighborhood Watch - $500 • ComPaSS - $1,500 • Fernley Chamber of Commerce -$500, • Nevada League of Cities - $5,875 Arts and Culture support: • Fourth of July Parade - $500 • Art and Lobby Gallery Exhibits -$0.00 • Annual Fall Harvest Festival -$2,000 • 9-11 Remembrance - $100 • Fernley Fall Carnival - waive business license, liquor license and building fees • Safe and Spooktacular Halloween - $1,000 • Christmas Parade/Tree Lighting -$100 ---PAGE BREAK--- 09-05-12 Budget Workshop SUmmary of Action FCC - Page 3 of 3 was APPROVED by a vote of 5-0-0. A motion to participate with the National League of Cities with the membership cost of $1,432.00 FAILED for the lack of second. A motion to continue with the meeting and finish the meeting at 10p.m. time certain FAILED by a vote of 2-3-0, Parsons, Malloy, Martin opposed. A motion to continue with the meeting until 10:30 p.m. time certain FAILED for the lack of second. A motion to adjourn and have another budget workshop on Monday at 6p.m. FAILED for the lack of second. A motion to continue with the meeting until 10p.m. time certain and then reconsider the time if needed was APPROVED by a vote of 4-1-0, Parsons opposed. Public Works Director Lowell Patton presented power point presentation in regards to enterprise fund. No action was taken on this part of presentation. 6. ADJOURNMENT. The meeting was ADJOURNED at 10:08 p.m. by a vote of 5-0-0.
