SUMMARY OF ACTION FCC Meeting: WEDNESDAY, November 17, 2010 1. ROLL CALL. There were no absences. 2. OATH OF OFFICE TO NEWLY ELECTED AND RE-ELECTED OFFICIALS, AND SEATING OF NEWLY ELECTED AND RE-ELECTED OFFICIALS. Judge Bauer sworn Councilwoman Malloy and Councilman Edgington into office of City Council and Mayor Goodman into office of the Office of the Mayor. 3. ACKNOWLEDGEMENT OF SERVICE FOR COUNCILMEMBER BOB CHASE. Mayor Goodman acknowledged Councilman Chase for his services as a councilmember. 4. APPROVAL OF THE AGENDA. A motion to approve agenda was APPROVED by a vote of 5-0-0. 5. PROCLAMATIONS BY THE MAYOR. Mayor Goodman recognized and congratulated Eagle Scouts Quinton Johnson Eagle Scout and Jeremy Johnson Eagle Scouts fro their contributions for the City of Fernley. 6. CONSENT AGENDA: (PLEASE NOTE: All matters listed under the consent agenda are considered routine, and may be acted upon by the Council members in one motion, and without an extensive hearing. Any member of the Council or member of the public may request that an item be taken from the consent agenda, discussed, and acted upon separately during this meeting.) A. ACCEPT VOUCHERS REPORT. B. APPROVAL OF MINUTES – 10/20/2010 {END OF CONSENT AGENDA} A motion to approve consent agenda was APPROVED by a vote of 5-0-0. 7. PRESENTATION BY NEVADA DEPARTMENT OF TRANSPORTATION ON FARM DISTRICT ROAD MULTI-USE PATH. No action was made on this item. It was informational only. 8. DISCUSSION AND POSSIBLE ACTION ON ADOPTION OF BILL #159, AN ORDINANCE MODIFYING TITLE 3 (BUSINESS LICENSE REGULATIONS) OF THE FERNLEY MUNICIPAL CODE BY THE ADDITION OF CHAPTER 4 PROVIDING REGULATIONS FOR CHILD CARE BUSINESSES IN THE CITY OF FERNLEY, AND OTHER MATTERS PROPERLY RELATING THERETO. ---PAGE BREAK--- 11/17/2010 FCC Page 2 of 3 A motion to table this item and schedule a workshop as Mayor recommended was APPROVED by a vote of 5-0-0. 9. PRESENTATION AND DISCUSSION ON THE FISCAL YEAR 2011-2012 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM AND POTENTIAL PROJECTS. A motion to accept presentation on 2011-2012 CDBG program and potential projects was approved by a vote of 5-0-0. 10. PRESENTATION REGARDING HIGHLAND MANOR AS A PUBLIC SERVICE (PER COUNCILMAN PARSONS’ REQUEST). No action was taken on this item. It was informational only. 11. PUBLIC HEARING: DISCUSSION AND INTRODUCTION OF BILL #160 AS AN ORDINANCE AUTHORIZING THE CITY OF FERNLEY TO ENTER INTO A DEVELOPMENT AGREEMENT (DA 11-08) TO EXTEND THE PERIOD OF TIME FOR FINAL MAP APPROVAL OF CREEKWOOD ESTATES (PD 05-04), LOCATED IN THE VICINITY SOUTH OF FARM DISTRICT AND EAST OF SUNFLOWER LANE (APN: 21- 303-20). A motion to introduce Bill #160 as an Ordinance which would authorize the City of Fernley to enter into a development agreement (DA 11-08) to extend the period of time for final map recordation for Creekwood Estates (PD 05-04), based on the discussion and findings provided in the Staff report was APPROVED by a vote of 5-0-0. 12. PUBLIC INPUT. Public comment is limited to five minutes per person. Items not agendized for this meeting cannot be acted upon other than to place them on future agendas. Public input is prohibited regarding comments, which are not relevant to, or within the authority of, the public body, or if the content of the comments is willfully disruptive of the meeting by being irrelevant, repetitious, slanderous, offensive, inflammatory, irrational or amounting to personal attacks or interfering, with the rights of other speakers. No action was taken on this item. It was informational only. 13. REPORTS. This item is for various public entity representatives to provide general information to the Council and public.
