Farmington-Four Corners Regional Airport Airport Tarmac Delay Contingency Plan October 31, 2012 Airport Information • Part 139 Class III • ARFF Index A, 24 hour on-airport manned ARFF station • ACTC – yes, hours: seven days a week 6:00am to 10:00pm, contact phone for afterhours call out: Jose Soto – (505)486-6377 or (505) 325-1725 • TSA presence - yes, hours: Monday through Friday 5:00am to 3:45 pm; Saturday and Sunday 6:00am to 3:30pm, contact phone for afterhours call out: (505)246-4128 or Robin Graves (505) 860-4836 • Customs presence – none on the field, customs available through CBP El Paso Operations Center with a presence at Albuquerque Sunport Airport during the hours of 8:30 AM to 5:00 PM, Monday through Friday. With a 3 hour call out via a call to the Operation Center (915) 633-7351. An emergency service agreement would be arranged on an as needed basis per the Operations Center. Passengers to be contained in the secure area (Gate or other area assigned by CBP with access to food, water and bathrooms until Customs was able to respond to the airport. A uniformed Law Enforcement personnel would onsite to monitor the exits to prevent unauthorized entry/exit. • Normal operating hours (hours airport is manned): Operations personnel are present; Monday through Friday 5:30am to 5:00pm, Saturday and Sunday 6:00am to 10:00am • Airport Reference Code: C-II o See Airport/Facility Directory (A/FD) for runway information • Airlines: o Great Lakes Airline – Beech 1900 aircraft self-loading o Occasional charter flights of 737/A-100 sized aircraft • Airport owned equipment: o Aircraft stairs – WASP Model A215401D. Adjustable Aircraft Stairs with service to various passenger door sill heights, 85” to 152” • Terminal o Facilities:  Gates: two • One departing gate through TSA secure area • One arriving gate to baggage claim • Gate area is public space assigned by the Airport Manager on an as needed basis open to all air carriers  Baggage Claim: yes, one common  Secure area: yes, 35 person capacity  Customs: none, customs available through CBP El Paso Operations Center with a presence at Albuquerque Sunport Airport during the hours of 8:30 AM to 5:00 PM, Monday through Friday. Rental car: yes, hours varies by agency  Transportation: City bus service, taxi service • Apron area: o There is adequate apron for ARC B-II and below aircraft. o ARC C–III aircraft apron is limited to approximately five 737 sized aircraft. • Fuel – Avgas and Jet A- provided by Atlantic Aviation, hours: Monday through Friday 5:00am to 9:00pm; Saturday and Sunday 6:00am to 9:00pm; and after hours with 1 hour notice. • Other aircraft services - provided by Atlantic Aviation, hours: Monday through Friday 5:00am to 9:00pm; Saturday and Sunday 6:00am to 9:00pm; - O2, N2, deice, waste disposal, etc; and after hours with 1 hour notice. Airport Tarmac Delay Plan For scheduled arrivals: • The airline utilizes self-loading aircraft. • Passengers exit the aircraft and walk to the terminal building where they will use the travelers pre-arranged transportation. For unscheduled arrivals (i.e. diversions/emergencies): • The airport receives notice of an unscheduled arrival from the airline/pilot in command/other sources. • If the aircraft is not self-loading, portable stairs are available from the Airport or from Atlantic Aviation for use. • ARFF and Operations personnel will use available stairs to off-load the passengers. • Passengers will walk to the terminal building where they will be temporarily housed until transportation can be arranged. • If the aircraft has not cleared customs, US Customs and Border Protection (CBP) will be contacted at the El Paso Operations Center at (915) 633-7351 or [PHONE REDACTED] for instructions.
