3rd Quarter FY2014 Newsletter January - March 2014 Inside This Issue: The MPO said farewell to Pat Lucero, Roshana Moojen, and Joe Delmagori. Mr. Lucero, who served on the Policy Committee, reached the end of his term as a Bloomfield City Councilor at the end of February. Ms. Moojen, who served on the Technical Committee, recently left her position with the City of Aztec and relocated to Tennessee. Our own MPO Planner, Joe Delmagori, resigned to take a senior transportation planner position for a regional planning organization in Milwaukee, Wisconsin which puts him much closer to his hometown of Chicago. A big Thank You to each of these individuals for their contribution and service to the MPO. We appreciate all that they provided to the organization. We would also like to welcome Mr. William Watson to the Technical Committee as the new representative for the City of Aztec. A new representative to the Policy Committee for the City of Bloomfield is expected to be named soon. Thank you to all of our MPO Committee Members for their dedicated service and ongoing support of MPO activities and projects. Farewell & Welcome 1 2040 MTP 1 Complete Streets & SRTS Events 2 Complete Streets Local Advisory Group 3 Farewell & Welcome The MPO continued to work on updating the 2040 Metropolitan Transportation Plan (MTP) with a Stakeholder Workshop on February 5. Various community members from San Juan Regional Medical Center, Central Consolidated School District, San Juan County, all local entities, Chambers of Commerce, Rotary and Civitan groups, and others participated and shared their ideas in identifying transportation projects and priorities, policies and actions for roads, transit, bicycle, pedestrian, freight, and aviation. MPO Staff have also made numerous overview presentations to Councils and Commissions, and set up booth and table space at several other locations throughout the county to provide additional opportunities for the public to learn about the MTP and provide their input. More outreach will be provided as the update process continues through the year. Public participation is a major part of the MTP update process and the MPO is interested in having the community’s voice in this planning process. Please feel free to contact the MPO at www.FarmingtonMPO.org where you may also request a copy of the MTP questionnaire and provide your ideas and suggestions for the 2040 MTP. 2040 METROPOLITAN TRANSPORTATION PLAN (MTP) ---PAGE BREAK--- The Farmington Metropolitan Planning Organization (MPO) is pleased to host Complete Streets Workshops & Safe Routes to School (SRTS) events on May 12 & 13, 2014 with Mr. Dan Burden and the Walkable & Livable Communities Institute. Mr. Burden and his team will discuss how to implement the Complete Streets design guidelines that the Advisory Group has been working to develop for the MPO area. During the first three months of 2014, the Complete Streets Advisory Group developed the land use context areas (LUCAs) and road typology overlays. These titles and definitions will be used by the Advisory Group to develop the Complete Streets design guidelines. The guidelines will provide visual examples and easy specifications to assist local entities and developers who implement the vision and goals of Complete Streets in their communities. The MPO Policy Committee approved the preliminary titles and definitions recommended by the Advisory Group. The Advisory Group plans to consolidate their list of road typologies and LUCAs to ensure the final design guidelines are concise and will provide several options for road cross-sections. The Advisory Group will begin working to develop these design guidelines during the coming months. At right is a hypothetical “photo vision” of a complete street design along Hutton Avenue in Farmington. This photo vision is near Animas Elementary looking north. This exercise illustrates principles of Complete Streets, including a narrowed paved roadway and widened buffered sidewalks. Complete Streets are multi-modal, serving a mixture of vehicles, pedestrians, bicycles and transit.
