COMPREHENSIVE HOMELESS ASSISTANCE PROVIDERS C.H.A.P. Regular Meeting November 20, 2014 David Burke, Farmington Fire Department, passed out flyers for a missing homeless individual that they are looking for to aid. He asked that if any of the agencies see him to please call either the FFD or FPD. Shantel Mitchell‐Cooley presented the HUD VASH Program. It is a partnership between the VA and HUD. She receives Section 8 Housing Vouchers for homeless veterans. The criteria is case by case – some of the qualifications are that they have to be eligible for VA Health Care, cannot have a dishonorable discharge and cannot be registered as a sex offender. The veteran can house anywhere in San Juan County and the voucher is not time limited as long as they qualify financially. Once the veteran is housed, the case manager does a home visit for at least one year. Major Joyce Takeuchi from the Salvation Army presented their Men’s Adult Rehabilitation Program. It is a 6 month residential program for substance abuse located in Albuquerque, NM. They accept walk‐ins or referrals. They are assigned a job for work therapy and given a small stipend weekly. The program offers group sessions and the men are given a series of homework to complete. The Salvation Army funds the program and it is free to the men as long as they apply for food stamps. Major Takeuchi stated that it is a very intense and disciplined program. The Salvation Army started the program in 1972 and their graduation rate at this time is between 60 and 70 percent. They provide random drug testing and the men are given an alcohol test every time they return to the facility. Certain medication cannot be taken while on the program. Farmington Police Department announced that The Roof was now open for the winter. Shantel Mitchell‐Cooley gave an overview of the Homeless Stand Down that was held in October. She stated that they had over 100 participants with 40 to 45 being homeless veterans. She was able to get many of them in her program. Linda Shannon stated that on December 3rd, DNA Legal Services will be holding a Veterans Justice Program at the Shiprock Chapter House. Gloria Tso from the San Juan College stated that they have quite a few students who are homeless and sleeping in their vehicles. They are focusing on helping these students out. Next meeting will be held January 22, 2015.
