The equipment that controls the auto switching of two power feeds to San Juan College is damaged. If this equipment is not in proper working order, San Juan College is at risk of losing power. S&C Electric Company is the only company that provides the switch controls that interface with the current equipment, S&C Electric Scada-Mate switching systems. The existence of the emergency condition creates an immediate and serious need for services, construction or items of tangible personal property that cannot be met through normal procurement methods and the lack of which would seriously threaten: the functioning of government; the preservation or protection of property; or the health or safety of any person.
