BUILDING ENCLOSURE SUBMITTAL CHECKLIST FOR NEW OR TENANT IMPROVEMENTS TO MIXED-USE, MULTI-FAMILY OR TOWNHOUSE BUILDINGS EXEMPT BUILDINGS: Hotels, motels, dormitories, care facilities, floating homes, mixed-use buildings with maximum of two residential attached dwelling units or less, duplexes, and townhouses (as defined by the IRC) where each unit is on a single platted lot (approved and recorded zero lot line subdivisions). PERMIT AND CERTIFICATE OF OCCUPANCY SUBMITTAL REQUIREMENTS 1. A letter from the applicant certifying that the cost of the construction work on the building enclosure is equal to or less than 5% of the assessed building value*, in addition to the building permit application and two sets of construction plans; or, 2. A certified recorded copy of the “Sale Prohibition Covenant” per RCW 64.55 in addition to the building permit application and two sets of construction plans; or, 3. Two complete sets of construction plans (per the building permit application submittal for ‘New Commercial and Multi-Family’, ‘Tenant Improvement’, or ‘Residential’ which meet WA State RCW 64.55 requirements for building enclosure certifications; Maximum size of plan sets: 42” long, 30” wide (bound edge), 5/8” thick. All pages in a plan set shall be uniformly sized 4. Completed Permit Application; 5. Plan check fee as applicable; and, 6. All documents must be clearly legible for microfilming *Internet reference for assessed building value, subject to change and verification of single building value: http://web5.co.snohomish.wa.us/propsys/Asr-Tr-PropInq/PrpInq01-Entry.asp The City of Everett will not review or approve plans or inspect the work required by RCW 64.55 but will collect the required submittals for RCW 64.55 as noted on this checklist. I. REQUIRED PRIOR TO ISSUING A BUILDING PERMIT A. The building enclosure design documents submitted for permit should include details and specifications to protect the building or its components from water or moisture intrusion, including details of flashing, intersections at roof, eaves or parapets, means of drainage, water-resistive membrane, and details around openings. These documents should be submitted prior to the start of new construction or rehabilitative construction. B. Building enclosure design documents must contain a stamped statement by the Washington State licensed architect or engineer in substantially the following form: “The undersigned has provided building enclosure documents that in my professional judgment are appropriate to satisfy the requirements of RCW 64.55.005 through 64.55.090.” REQUIRED PRIOR TO SCHEDULING FINAL INSPECTION A. A qualified inspector (a special inspector retained by the owner at their cost) shall prepare and submit a signed letter certifying to the City of Everett Building Department Building Official that the building enclosure has been inspected during the course of construction or rehabilitative construction and that it has been constructed in substantial compliance with the submitted building enclosure design documents. The documents should also contain a stamped signed statement by the same architect that “the undersigned has provided building enclosure documents that in my professional judgment are appropriate to satisfy the requirements or RCW 64.55.005 through 64.55.090”. Final inspection or ‘Certificate of Occupancy' cannot be issued by the building department prior to receipt of a signed letter from an independent inspector certifying that the building enclosure has been inspected during the course of construction and has been constructed in substantial compliance with the building enclosure design documents. □ RECORDED COVENANT OF SALE from Snohomish County* *NOTE: Sale Prohibition Covenant per RCW 64.55.010 Submit site plan with location of building, permit with description of work and certified copy of recorded covenant from the real property records of Snohomish County, Washington for specified building. □ CONVERSION to condominium* *NOTE: permits may be required by the City of Everett per the results of the independent inspection report.
