everettwa.gov/planning Appeal Application Checklist I Updated October 2025 C I T Y O F E V E R E T T Planning APPEAL APPLICATION CHECKLIST INSTRUCTIONS → Submit the following items listed in the checklist below. Please submit online via the Online Permitting Portal. Administrative appeal procedures and requirements are outlined in EMC 15.02.600. Please also refer to the City’s Guide to Land Use Hearings for an overview of the process. Online Submittal Instructions 1) ☐ Appeal Form The Appeal Form must be filled out completely and signed by all appellants. 2) ☐ Letter of Appeal A typed statement addressing the basis for the appeal is required. The statement should explain why the appellant is aggrieved and state clearly and concisely the specific issues for the appeal. 3) ☐ Fee Fees are noted in the Planning, Zoning and Land Use Fee Schedule and will be requested once the application has been deemed complete for intake review. Fees are non-refundable and payable by cash, check or credit card. If this checklist or any of the items above are not included with your application submittal, your application may be deemed “incomplete for intake review” in accordance with EMC Title 15.01. *Hard copy (paper) Land Use applications are available for reasonable accommodations.
