EVANSTON CITY COUNCIL First Regular Meeting January 8, 2013 The official record of proceedings of the first regular meeting of the Evanston City Council for the month of January was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded. Jane Law led those in attendance in the pledge of allegiance to the Flag. The roll was called and with a quorum being present, Mayor Joy Bell called the meeting to order at 5:35 p.m. and welcomed everyone present. Those present from the governing body at the start of the meeting were: Mayor Bell; Councilmembers Tim Curtis Rex, Evan Perkes, David Welling, Saundra Meyer and Wendy Schuler. Staff members present at the start of the meeting were: City Attorney, Dennis Boal; Director of Administrative Services/City Clerk, Jim Davis; Director of Public Works/City Engineer, Brian Honey; City Treasurer, Kathy Defa; Director of Planning & Development, Paul Knopf; Police Chief, Jon Kirby; Director of Parks and Recreation, Dennis Poppinga; Public Works Superintendent, Oop Hansen, and Deputy City Clerk, Nancy Stevenson. A group of interested citizens were also present. Approve Agenda Councilmember Welling moved, Councilmember Meyer seconded, to approve the agenda. The motion passed unanimously with 7 yes votes: Bell, Rex, Perkes, Welling, Meyer, Schuler. Approve Minutes The official record of proceedings for the City Council Meeting held December 18, 2012 and a Special City Council Meeting held December 31, 2012 were approved as presented. Council Comments Councilmember Schuler welcomed Curtis Rex, the newest member of the City Council. She also thanked everyone that helped with the New Years Eve Celebration. Councilmember Meyer thanked everyone for all the Christmas and New Year Festivities. She thanked the City Crews for the great job they have been doing with snow removal and she stated that she is looking forward to the new year. Councilmember Welling congratulated the newly elected Councilmembers and also thanked those involved with the New Years Eve Celebration. Councilmember Rex stated that he appreciated the warm welcome from everyone. He also commented on the great New Years Eve Celebration. Councilmember stated that he appreciated the fast and courteous snow removal that the City Crews have been doing and he wished everyone a prosperous 2013. ---PAGE BREAK--- Mayor Bell also thanked those involved in the New Years Eve Celebration for all they did to make it a fun and safe event. She stated that the legislative sessions have begun and to contact your representatives with any concerns that you might have. Appointment of Department Heads/Attorneys/Municipal Judges Councilmember Rex moved, Councilmember seconded, to confirm the Mayor’s appointment of the following Department Heads, Attorneys and Municipal Judges: Chief of Police - Jon Kirby Director of Planning and Development - Paul Knopf Public Works Director/City Engineer - Brian Honey City Treasurer - Kathy Defa Director of Administrative Services/City Clerk - Jim Davis City Attorney - Dennis Boal Assistant City Attorney/City Prosecutor - Paul Skog Municipal Court Judge - Mark Harris Assistant Municipal Court Judge - Ammon Francom The motion passed unanimously with 6 yes votes: Rex, Perkes, Welling, Meyer, Schuler. Election of Council President Mayor Bell called for nominations for the election of Council President. Councilmember Meyer moved, Councilmember Perkes seconded, to nominate Councilmember Tim as the Council President. The motion passed unanimously with 6 yes votes: Rex, Perkes, Welling, Meyer, Schuler. ---PAGE BREAK--- Consent Agenda Councilmember Schuler moved, Councilmember Welling seconded, to approve a Catering Permit requested by Yellow Creek Liquor, Inc., dba: Discount Liquor for the Wyoming Stagestop at the Machine Shop on Saturday, February 2, 2013 from 5:00 p.m. to 11:30 p.m.; A Catering Permit requested by Rachel’s, LLC, dba: Kate’s for the Poinsettia Ball at the Machine Shop on Thursday, February 14, 2013 from 5:00 p.m. to 11:00 p.m.; and A Catering Permit requested by Yellow Creek Liquor, Inc., dba: Discount Liquor for the Eight Ball Pool League Banquet at the Machine Shop on Wednesday, May 15, 2013 from 6:00 p.m. to 11:00 p.m. The motion passed unanimously with 7 yes votes: Bell, Rex, Perkes, Welling, Meyer, Schuler. Financial Disclosure Statements Councilmember Meyer moved, Councilmember Rex seconded, to accept Financial Disclosure Statements from the Mayor, Council, City Clerk and the City Treasurer. Comments/Remarks All the Department Head thanked the Mayor and Councilmember for reappointing them for another year and stated that they are looking forward to the new year.
