EVANSTON CITY COUNCIL First Regular Meeting March 3, 2015 The official record of proceedings of the first regular meeting of the Evanston City Council for the month of March was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded. Boy Scout Chaz Dennis led those in attendance in the pledge of allegiance to the Flag. The roll was called and with a quorum being present, Mayor Kent W illiams called the meeting to order at 5:30 p.m. and welcomed everyone present. Those present from the governing body at the start of the meeting were: Mayor W illiams; Councilmembers Tim Andy Kopp, Evan Perkes, David W elling, and W endy Schuler. Councilmember Saundra Meyer was excused. Staff members present at the start of the meeting were: City Attorney, Dennis Boal; Director of Administrative Services/City Clerk, Amy Grenfell; City Engineer, Brian Honey; City Treasurer, Kathy Defa; Director of Planning & Development, Paul Knopf; Police Chief, Jon Kirby; Public W orks Director, Oop Hansen; Director of Parks and Recreation, Dennis Poppinga; Assistant Director of Parks and Recreation, Jay Dee Nielson; and Deputy City Clerk, Nancy Stevenson. A group of interested citizens were also present. Approve Agenda Councilmember Welling moved, Councilmember Schuler seconded, to approve the agenda. The motion passed unanimously with 6 yes votes: W illiams, Kopp, Perkes, W elling, Schuler. Council Comments Mayor W illiams and the Councilmembers reported that they had heard many good comments regarding the snow removal during the last snow storms and thanked the Street Department for doing a great job of getting the streets cleared in a timely manner. Councilmembers W elling and Schuler announced that Evanston will be hosting the 4A W est Regional Basketball Tournament this week and encouraged everyone to get out and support the Red Devil Teams. Mayor W illiams thanked all those involved in the training session that was held last Tuesday. He also commented on the State W restling & Swimming Tournament that was held last weekend and mentioned that Regional & State Basketball tournaments and State Dance will be taking in the next two weeks. Budget Revision/Water Fund Councilmember Welling moved, Councilmember Kopp seconded, to approve a Budget Revision Request from the Water Fund to increase the Birch/Ash Water Line by $50 and decrease E Hill Water Tank by $50. The motion passed unanimously with 6 yes votes: W illiams, Kopp, Perkes, W elling, Schuler. ---PAGE BREAK--- Resolution 15-14 Councilmember introduced Resolution 15-14. Councilmember moved, Councilmember Schuler seconded, to adopt Resolution 15-14. Resolution 15-14: RESOLUTION OF THE CITY OF EVANSTON AUTHORIZING THE EXECUTION OF A GENERAL SERVICE CONTRACT W ITH PACIFICORP TO PROVIDE IMPROVED ELECTRIC SERVICE TO THE CITY BUILDING USED BY THE BOYS AND GIRLS CLUB AT 419 4 STREET, EVANSTON, TH W YOMING. W HEREAS, the City of Evanston has a need to provide for three phase electric service to the City building used by the Boys and Girls Club at 419 4 Street, in Evanston; and th W HEREAS, to obtain said service, it is necessary for the City of Evanston to enter into the attached General Service Contract with PacifiCorp; NOW , THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, W YOMING THAT: Section 1: The Mayor and City Clerk are authorized to sign and attest the attached General Service Contract on behalf of the City of Evanston with PacifiCorp to provide for improved electric service for the City building used by the Boys and Girls Club at 419 4 Street, in Evanston. th PASSED, APPROVED AND ADOPTED the 3 day of March, 2015. rd Kent H. Resolution 15-15 Councilmember Schuler introduced Resolution 15-15. Councilmember Schuler moved, Councilmember Welling seconded, to adopt Resolution 15-15. Resolution 15-15: RESOLUTION OF THE CITY OF EVANSTON, W YOMING, AUTHORIZING THE EXECUTION OF A CONDITIONAL SALE AGREEMENT AND ADDENDUM W ITH YAMAHA MOTOR CORPORATION, U.S.A. TO PURCHASE GOLF CARTS FOR USE ON THE PURPLE SAGE MUNICIPAL GOLF COURSE. W HEREAS, the City of Evanston has a need to replace the golf carts being used on the Purple Sage Municipal Golf Course; and W HEREAS, Yamaha Motor Corporation, U.S.A. has made the best proposal to the City to replace the golf carts; NOW , THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, W YOMING THAT: Section 1: The Mayor is hereby authorized to execute, and the City Clerk attest, on behalf of the City of Evanston, the Conditional Sale Agreement and Addendum between the City of Evanston and Yamaha Motor Corporation, U.S.A., a copy of which is attached hereto, to purchase golf carts for use on the Purple Sage Municipal Golf Course. Councilmember Kopp moved, Councilmember Perkes seconded, to adopt Resolution 15-16. Resolution 15-16: RESOLUTION OF THE CITY OF EVANSTON, W YOMING, SETTING GREEN FEES AND OTHER RELATED FEES FOR THE PURPLE SAGE MUNICIPAL GOLF COURSE FOR THE 2015 GOLF SEASON. ---PAGE BREAK--- W HEREAS, the Golf Course Advisory Board has recommended that the City of Evanston set and charge the green fees and other related fees for the Purple Sage Municipal Golf Course for the 2015 golf season as set forth in the attached Recommendation; and W HEREAS, the governing body for the city of Evanston concurs with the recommendation of the Golf Course Advisory Board; NOW , THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, W YOMING THAT: Section 1: The City of Evanston shall set and charge the green fees and other related fees for the Purple Sage Municipal Golf Course for the 2015 golf season as set forth in the Golf Course Advisory Board Recommendation, which is attached hereto and incorporated herein. Councilmember Perkes moved, Councilmember Welling seconded, to adopt Resolution 15-17. Resolution 15-17: A RESOLUTION AMENDING RESOLUTION 15-13 AND APPROVING AND AUTHORIZING THE FINAL PLAT FOR THE M BAR B THIRD ADDITION, A SUBDIVISION W ITHIN THE CITY OF EVANSTON, W YOMING AS MORE PARTICULARLY DESCRIBED HEREIN. W HEREAS, the governing body of the City of Evanston has previously approved by Resolution 15-13 the final Plat of the M Bar B Second Addition, a subdivision located within the City of Evanston, W yoming; and W HEREAS, the Subdivider, M Bar B Enterprises, a W yoming General Partnership, has learned that the final of the Subdivision should have been named the M Bar B Third Addition. W HEREAS, the Subdivider has made application to the governing body of the City of Evanston, W yoming for approval and authorization of the proposed subdivision entitled the M Bar B Third Addition, a subdivision located within the City of Evanston, W yoming; and W HEREAS, the City of Evanston finds that said subdivision is a minor subdivision and can be approved pursuant to Section 22-10 of the Evanston City Code. NOW , THEREFORE, BE IT RESOLVED by the governing body of the City of Evanston, W yoming, that: Section 1. The final plat of the M Bar B Second Addition is hereby approved, accepted and authorized and described in particularity as follows, to-wit: Part of Lot 78 of the Almy Addition to the Town of Evanston, Uinta County, W yoming, said part of Lot 78 being more particularly described as follows: BEGINNING at the Southwest corner of said lot 78, running thence N 0E24'23"E, 174.17 feet along the W est line thereof to the Southwest corner of Block 1 of the M Bar B Subdivision; Thence N 89E53'07"E, 295.29 feet along the South line of said Block 1 to the Southeast corner thereof and the East line of said Lot 78; Thence S 0E21'40" W , 174.59 feet along said East line to the Southeast corner of said Lot 78; Thence S 89E58'02" W , 295.43 feet along the South line of said Lot 78 to the POINT OF BEGINNING. Said part of Lot containing 1.182 acres more or less. Section 2. The Mayor and City Clerk are hereby authorized and directed to enforce the mandates of chapter 22 of the Code of the City Evanston with regard to the filing of the final plat with the County Clerk of Uinta County, W yoming as by law required. Section 3. Resolution 15-13 is amended in all respects necessary to reflect that the correct name of the subdivision and final plat thereof, is the M Bar B Third Addition. Amy Grenfell commented that the Governor will be signing the Railcar Tax Exemption Bill this week and thanked everyone for their support of this bill. Jay Dee Nielsen reported on the success of the annual Chinese New Years Table Tennis Tournament held at the Recreation Center.
