EVANSTON CITY COUNCIL First Regular Meeting August 4, 2015 The official record of proceedings of the first regular meeting of the Evanston City Council for the month of August was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded. Lieutenant Vranish led those in attendance in the pledge of allegiance to the Flag. The roll was called and with a quorum being present, Mayor Kent W illiams called the meeting to order at 5:30 p.m. and welcomed everyone present. Those present from the governing body at the start of the meeting were: Mayor W illiams; Councilmembers Tim Andy Kopp, Evan Perkes, David W elling, Saundra Meyer, and W endy Schuler. Staff members present at the start of the meeting were: City Attorney, Dennis Boal; Director of Administrative Services/City Clerk, Amy Grenfell; City Engineer, Brian Honey; City Treasurer, Kathy Defa; Director of Planning & Development, Paul Knopf; Public W orks Director, Oop Hansen; Assistant Director of Parks and Recreation, Jay Dee Nielsen; Deputy City Clerk, Nancy Stevenson, and Associate Planner, DuW ayne Jacobson. Police Chief, Jon Kirby; and Director of Parks and Recreation, Dennis Poppinga were excused. A group of interested citizens were also present. Approve Agenda Councilmember Meyer moved, Councilmember Welling seconded, to approve the agenda. Approve Minutes The official record of proceedings for the City Council Meeting held July 21, 2015 and a Work Session Meeting held July 28, 2015 were approved as presented. Council Comments Councilmember Meyer thanked the Public W orks Department for the work that is being done on the City streets. Councilmember Schuler thanks City staff for the all that they do in support of the community events. She also reminded everyone that the Roundhouse and Railyard Festival is this weekend. EXCEL! Award Presentation DuW ayne Jabocsen, CERC (City of Evanston Recognition Committee) Chairperson, recognized Officer Kenneth W est and Officer Dustin Kennedy for developing a successful boxing program to benefit the youth of our community. They have shown community service, compassion and serve as role models for the youth belonging to this program . Officers W est and Kennedy were presented with a certificate, an EXCEL! mug and coaster, an EXCEL! challenge coin, and a monetary award. ---PAGE BREAK--- Appointment to Board Mayor Williams made the following appointment to the Evanston Lodging Tax Board. Councilmember Welling moved, Councilmember Meyer seconded, to confirm the following appointment: Lodging Tax Board Flora Deru- January 2018 The motion passed unanimously with 6 yes votes: Kopp, Perkes, W elling, Meyer, Schuler. Public Hearing/Liquor License Transfer/Michael’s Bar and Grill City Attorney, Dennis Boal conducted a public hearing to solicit public comment regarding the application for a transfer of ownership of a Retail Liquor License from Galdino Contreras dba: Dino’s Bar and Grill to Bad Co., Inc., dba: Michael’s Bar and Grill. Michael Ringer spoke in favor of the application and explained the reason for the transfer. No one else addressed the issue and Mr. Boal closed the hearing. Transfer of Ownership/Liquor License/Michael’s Bar and Grill Councilmember Perkes moved, Councilmember Meyer seconded, to approve the transfer of ownership of a Retail Liquor License from Galdino Contreras dba: Dino’s Bar and Grill to Bad Co., Inc., dba: Michael’s Bar and Grill. The motion passed unanimously with 7 yes votes: W illiams, Kopp, Perkes, W elling, Meyer, Schuler. Consent Agenda Councilmember moved, Councilmember Welling seconded, to approve: A Limited Malt Beverage Permit requested by the Veterans of Foreign Wars #4280 for a Softball Tournament at Overthrust Ball Fields for Saturday, August 15, 2015 from 11:00 a.m. to 10:00 p.m. and on Sunday, August 16, 2015 fro 11:00 a.m. to 10:00 p.m.; A Limited Malt Beverage Permit requested by the Evanston Cowboy Days Committee for the Annual Cowboy Days Celebration at the Uinta County Fairgrounds for Saturday, September 5, 2015 from 4:00 p.m. to 10:00 p.m., Sunday, September 6, 2015 from 4:00 p.m. to 10:00 p.m., and Monday, September 7, 2015 from 12:00 p.m. to 6:00 p.m. The motion passed unanimously with 7 yes votes: W illiams, Kopp, Perkes, W elling, Meyer, Schuler. Resolution 15-49 Councilmember Schuler moved, Councilmember Meyer seconded, to remove Resolution 15-49 from the table, from the July 21, 2015 meeting. The motion passed unanimously with 7 yes votes: W illiams, Kopp, Perkes, W elling, Meyer, Schuler. Resolution 15-49: RESOLUTION OF THE CITY OF EVANSTON, W YOMING, AUTHORIZING THE EXECUTION OF A CONTRACT FOR SERVICES W ITH THE EVANSTON CHAMBER OF COMMERCE. W HEREAS, the Chamber as formed in part to promote the business climate, community resources and tourist attractions of the City of Evanston, W yoming; and W HEREAS, promotions and activities by the Chamber increase tax revenue for the City and are in the best interests of its citizens; and W HEREAS, the City desires to have the Chamber initiate and continue such promotional services. NOW , THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, W YOMING THAT: Section 1: The Mayor is hereby authorized to execute, and the City Clerk attest, on behalf of the City of Evanston, the Contract for Services with the Evanston Chamber of Commerce, a copy of which is attached hereto. Resolution 15-54 Councilmember introduced Resolution 15-54. Councilmember moved, Councilmember Schuler seconded, to adopt Resolution 15-54. ---PAGE BREAK--- Resolution 15-54: A RESOLUTION APPROVING AND AUTHORIZING THE FINAL PLAT FOR THE BRUCE ADDITION, A SUBDIVISION W ITHIN THE CITY OF EVANSTON, W YOMING AS MORE PARTICULARLY DESCRIBED HEREIN. W HEREAS, Richard M. Bruce and Dauna D. Bruce, (the “Subdivider”), has made application to the governing body of the City of Evanston, W yoming for approval and authorization of the proposed subdivision entitled the Bruce Addition, a subdivision located within the City of Evanston, W yoming; and W HEREAS, the City of Evanston finds that said subdivision is a minor subdivision and can be approved pursuant to Section 22-10 of the Evanston City Code. NOW , THEREFORE, BE IT RESOLVED by the governing body of the City of Evanston, W yoming, that: Section 1.
