EVANSTON CITY COUNCIL First Regular Meeting February 5, 2013 The official record of proceedings of the first regular meeting of the Evanston City Council for the month of February was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded. Gordon Robinson led those in attendance in the pledge of allegiance to the Flag. The roll was called and with a quorum being present, Mayor Joy Bell called the meeting to order at 5:33 p.m. and welcomed everyone present. Those present from the governing body at the start of the meeting were: Mayor Bell; Councilmembers Tim Evan Perkes, David Welling, and Wendy Schuler. Councilmembers Curtis Rex and Saundra Meyer were excused. Staff members present at the start of the meeting were: City Attorney, Dennis Boal; Director of Administrative Services/City Clerk, Jim Davis; Director of Public Works/City Engineer, Brian Honey; City Treasurer, Kathy Defa; Director of Planning & Development, Paul Knopf; Director of Parks and Recreation, Dennis Poppinga; Public Works Superintendent, Oop Hansen; Police Lieutenant, Ken Pearson; Police Lieutenant, Bill Jeffers; Waste Water Supervisor, Frank Sheets, and Deputy City Clerk, Nancy Stevenson. Police Chief, Jon Kirby was excused. A group of interested citizens were also present. Approve Agenda Mayor Bell suggested the following change to the agenda: After Public Participation, add an Executive Session. Councilmember Welling moved, Councilmember seconded, to approve the agenda with the suggested change. The motion passed unanimously with 5 yes votes: Bell, Perkes, Welling, Schuler. Approve Minutes The official record of proceedings for the City Council Meeting held January 22, 2013 and a Work Session Meeting held January 29, 2013 were approved as presented. They also thanked all those who help to make it such a successful event. Citizen Recognition Police Lieutenant, Bill Jeffers recognized two local citizens, Kerry McIntyre and Dave Smith for their help to get the pet crematorium back in working condition again. Lieutenant Jeffers explained that the crematorium provides a great service to the citizens of Evanston and expressed his gratitude to Kerry and Dave for fixing it at a minimal cost to the City. Mr. McIntyre and Mr. Smith were presented a certificate of appreciation, a police challenge coin, and Mayor Bell presented them a “Key to the City”. EXCEL! Award Presentation Frank Sheets, CERC (City of Evanston Recognition Committee) Chairperson and Ken Pearson, CERC Vice Chairperson presented Diane Gardner an EXCEL! (Employees Exhibiting Commendable Efforts and Loyalty) Award. Diane was nominated by a fellow employee for her selflessness acts of kindness in the youth activities programs provided through Evanston Parks and Recreation Department. Consent Agenda Councilmember Schuler moved, Councilmember Welling seconded, to approve a Catering Permit requested by Five-K, LLC, dba: Speed Bump for the Sportsman for Fish & Wildlife at the Machine Shop on Saturday, February 16, 2013 from 4:00 p.m. to 11:30 p.m.; A Limited Malt Beverage Permit requested by Marian McLean for the Donovan Buckman Fundraiser Event at the Roundhouse on Saturday, February 16, 2013 from 7:00 p.m. to 11:00 p.m.; and a Catering Permit requested by APE Wyoming dba: Porter’s TNT for the 7th Annual “Spice the Ice” Chili Cook-off at the Machine Shop on Saturday, March 2, 2013 from 2:00 p.m. to 11:30 p.m. The motion passed unanimously with 5 yes votes: Bell, Perkes, Welling, Schuler. Executive Session Councilmember moved, Councilmember Perkes seconded, to adjourn into an Executive Session to discuss a Real Estate proposal. The motion passed unanimously with 5 yes votes: Bell, Perkes, Welling, Schuler. Councilmember moved, Councilmember Schuler seconded, to adjourn from Executive Session.
